BJP Government in Odisha: A promising shift from the BJD era

In the brief tenure of the BJP-led administration, a noticeable push towards targeted development efforts and strengthening governance mechanics has been observed. As the state moves forward, the success and sustainability of these initiatives will be key in shaping the future trajectory of Odisha

June 12,  2024, saw the establishment of a new era in Odisha politics with the BJP forming Government in Odisha taking over the reins of governance from the long-standing Biju Janata Dal (BJD) regime. As per the previous Poll declaration of Hon’ble PM Narendra Modi, the new Government under the leadership of Keonjhar MLA Shri Mohan Charan Majhi took oath as the Hon’ble Chief Minister of Odisha. Along with him, 15 other Ministers including two Dy. CMs, Cabinet and MoS (Independent) took the oath of office at a grand swearing-in ceremony attended by the PM and all top brass of BJP including the various Chief Ministers of other BJP ruled states.

This change in leadership brought with it new hopes and expectations for the state’s future. As the BJP steers Odisha into a new era, many are keen to understand how this transition might lead to a more dynamic and effective administration compared to the previous BJD government. This article tries to focus on the governance module of the 50 days old Government in Odisha.

A New Vision for Odisha

The people of Odisha have given the mandate to BJP and ousted the BJD from its 25 years of reign due to increasing influence of bureaucracy, deteriorating democratic governance and overall corruption and social degradation of public policy and systems. The BJP’s ascendance to power in Odisha represents more than just a change in political leadership; it marks a potential paradigm shift in governance, policy-making, and development strategies. The BJP’s platform emphasizes several key areas where it promises to deliver improvements over the BJD’s track record.

1. Economic Development and Infrastructure

One of the central tenets of the BJP’s campaign in Odisha has been a renewed focus on economic development and infrastructure. The new government aims to accelerate growth by prioritizing large-scale infrastructure projects, such as the development of industrial corridors, smart cities, and improved transportation networks. The BJP’s experience with national-level infrastructure projects, including the ambitious Bharatmala and Sagarmala schemes, is expected to be leveraged to boost Odisha’s economic landscape. Recently the CM Mohan Majhi laid out an ambitious Budget of Rs.2,65,000 Crores for this financial year with focus on Education, Empowerment, Tourism, HealthCare, Infrastructure along with Subhadra Yojana, Metro projects and especially on restoration of Odia Asmita. While the Biju Swasthya Kalyan Yojana (BSKY) was replaced with Gopabandhu Jana Aarogya Yojana, an outlay of Rs.3056 Crores has been assigned for this. This may soon be merged with the PM-Jan Aarogya Yojana (PM-JAY) known best as the Ayushman Bharat Yojana down the line for providing better facility to people. The most ambitious Utkarsh Utkal initiative launched replacing the Invest Odisha scheme aims to bring in domestic investments and expects to gain foreign direct investments (FDI) to the tune of $2 billion. As the BJP Odisha government is aiming for a Vikshit Odisha by the year 2036, the centenary year of the formation of Odisha state, the budget outlay is going to increase manifold by the years to come. As experts say by FY2029 it is going to touch Rs.4.5Lakh Crores.

2. Governance and Transparency

A critical area where the BJP intends to make a marked difference is in governance and transparency. The BJP has pledged to adopt a zero-tolerance approach towards corruption and mismanagement. By implementing more rigorous accountability measures and utilizing technology for better governance, the BJP aims to ensure that resources are allocated efficiently and that public services are delivered with greater transparency.

CM Mohan Charan Majhi’s administration is committed to a governance model that emphasizes transparency, accountability, and efficiency. The new government plans to implement administrative reforms designed to streamline processes and reduce bureaucratic red tape. By adopting advanced technology and data-driven decision-making, Majhi’s government aims to improve public service delivery and ensure that government schemes are effectively implemented. The introduction of e-governance initiatives and improved grievance redressal mechanisms are expected to enhance citizen engagement and satisfaction. The Grievance Redressal being one of the flagship projects of the new CM, he is actively meeting the public including his team of Ministers to hear their pleas and resolve them. The State-run JanaSunani portal where online grievances can be filed is on high focus for the new Government.

3. Social Welfare and Inclusivity

The BJP’s approach to social welfare focuses on enhancing the inclusivity of various schemes and ensuring that the benefits reach the underprivileged segments of society. This includes improved implementation of social security schemes, enhanced healthcare facilities, and educational reforms aimed at reducing disparities. The BJP’s emphasis on digital empowerment and financial inclusion through initiatives like the Jan Dhan Yojana and Digital India is expected to bring about transformative changes in Odisha’s social fabric. To provide better education and reduce school drop outs the new Govt is ratifying the various policies and processes. The Modi Govt’s flagship project NEP 2020 is going to be implemented in Odisha while approval has come for 800 schools to be upgraded with the PM SHRI (PM Schools for Rising India) schools scheme.

4. Agricultural Reforms

Agriculture remains a cornerstone of Odisha’s economy, and the BJP’s commitment to agricultural reforms is expected to bring significant changes. The new government plans to introduce policies that enhance farmer income, provide better access to markets, and ensure timely availability of resources. By focusing on modern agricultural practices and irrigation infrastructure, the BJP hopes to improve productivity and resilience in the sector. Already the MSP on Paddy has been increased to Rs.3100/- as declared in the Manifesto during elections. Some previous schemes of the BJD like KALIA are being scrapped or merged with PM-Kishan to provide better facility to farmers. Many other schemes and systems of the previous government are now being reviewed to make further changes or bring in new systems altogether for the betterment of Odisha farmers who were one of the major sufferers of the schemes of the erstwhile BJD government.

5. Environmental Sustainability

Environmental sustainability is another key area where the BJP aims to make strides. The new government has expressed a commitment to preserving Odisha’s rich natural resources and biodiversity while promoting sustainable development. This includes initiatives for afforestation, clean energy projects, and effective waste management systems. The Surya Ghar Yojana of Modi Govt is going to be implemented in Odisha that expresses the commitment of BJP Govt in restoring the environmental balance while providing economic stability and energy efficiency to the people of Odisha. By prioritizing environmental stewardship, the Mohan Majhi government aims to ensure that Odisha’s natural resources are preserved for future generations while supporting sustainable development.

6. Enhanced Security and Law Enforcement

The BJP’s approach to security and law enforcement includes strengthening the state’s police forces, improving crime prevention mechanisms, and ensuring the safety of citizens. By introducing advanced technology and better training for law enforcement agencies, the BJP aims to enhance overall security and maintain public order more effectively. The much debated Ratna Bhandar issue was resolved as declared by BJP as its poll promise to people of Odisha and the four doors of the ShriMandir the abode of Mahaprabhu Shri Jagannath was opened for devotees within 24 hours of oath taking of the BJP government.

Challenges and Expectations

While the transition to a BJP government in Odisha brings with it a host of promises and expectations, it is not without its challenges. The new administration will need to navigate the complexities of a diverse state, manage expectations from various stakeholders, and address any legacy issues inherited from the previous regime.

Furthermore, the effectiveness of the BJP’s plans will depend on their execution and ability to adapt to evolving circumstances. Engaging with local communities, understanding regional nuances, and fostering a collaborative approach with various sectors will be crucial for the success of the new government.
