Uttar Pradesh: Ahead of festival season, exams, section 144 imposed in Lucknow to combat any untoward incident

In wake of the upcoming festivals the Joint Commisioner of Police, Law and Order (Lucknow) Upendra Kumar Agarwal has issued a notice calling for imposition of section 144 in the State’s capital city. The directive has been so as to maintain law and order in the city as the festive season is approaching.

The Lucknow Police is all geared for the upcoming festival season and also  various examinations that will take place. In order to avoid any untoward incident from takeing place, Section 144 has been imposed in the city and also travel restrictions have been imposed in various areas.

The order is effective from September 1, 2023 till October 30, 2023. In case, the order is cancelled before, the police will notify it at the earliest. Click here to download the detailed notice.

Notice for the imposition of Section 144 in Lucknow In the notice that has been issued, it has been mentioned that with Krishna Janamashtmi happening on September 6-7, 2023, Chellum on September 17,Eid-e-Milad and Anant Chaturdashi on September 28, 2023,  Mahatma Gandhi Jayanti on October 2, Maharaja Agarsen Jayanti on October 15, 2023, Mahasahmtmi on October 22, Mahanavami On October 23, 2023, Dussehra on October 24 and Maharishi Valmiki Jayanti on October 28 and various departmental exams will take place during the aforementioned dates.

It has also been brought to the notovce of the administration that during this period, various political parties and farmers organisations are likely to carry out protests and demonstrations resulting in disruption of peace and security. Therefore the decision has been taken to impose section 144 across the city. Also no protest will be permitted to take place other than the place allotted for it.

Shooting via drone is prohibited 

In the notification, it has been mentioned  that no shooting by drone will be allowed with one kilometre range of government offices and the Vidhan Sabha during this period.

Usage of loudspeakers as per guidelines 

The decibel level of the loudspeakers has to be maintained and it has to be in accordance with the guidelines that have been laid down by Allahabad High Court. Therefore, at industrial places the decible level during day and night will be 75 and 70 respectively, at commercial places it has to be 65 and 60 respectively, in residential area during day and night the decibel level has to be 55 and 45 respectively while in silent zone  the decible level has to be 50 and 40 respectively.

No namaz at public places and no weapons to be carried 

The notice has clearly mentioned that namaz  or any other kind of prayers will not be allowed at public places. No procession would be allowed without permission from the competent authorities. Also no one is allowed to carry with them any kind of arms such as knife, rod, sword, trishul or any other sharp weapon. They are prohibited from publicly displaying any such weapon.

No one is allowed to keep stones on terrace and Chinese thread for kites is not allowed to be sold 

In the notification it has been stated that no one should accumulate stones on their terrace or at any open place. If someone is found doing so, then stringent action will be taken against that person. Also, no one should keep soda water bottle or any fire related equipments as that can be used for violent activities and action will be taken against those who do not adhere to the orders.

Also, Chinese thread which is used for flying kite is prohibited as it can cause physical injury.

Guidelines to be followed during examinations 

The notice also says that the candidates will not be allowed to carry with them any electronic devices such mobile phone.

Also, the admins of various whats app group need to ensure that no one indulges in spreading any rumour or provocative message.
