Imphal: Major development taking place from a security point of view in troubled, torn Manipur amid the four days visit of Union Home Minister Amit Shah. Home ministry in an inter cadre deputation memorandum chane senior IPS Rajiv Singh from Tripura to Manipur cadre.
Immediately after the inter-cadre deputation of the senior IPS officer for three years, the Governor of Manipur appointed Rajiv Singh as the new DGP of Manipur. An order from the Manipur Government said that consequent upon the inter-cadre deputation of Rajiv Singh, IPS from Tripura to Manipur cadre issued by MHA, Government of India, the Governor of Manipur is pleased to order the creation of one post of OSD(Home), Government of Manipur. The current DGP of Manipur, P Doungel, IPS, has been appointed OSD(Home).
The order further reads that Rajiv Singh, IPS, currently serving as IGP CRPF, should take charge of the post of DGP, Manipur.
Earlier Home Ministry issued an office memorandum which stated- Inter-cadre deputation of Rajiv Singh, IPS, presently working as IG, CRPF, from Tripura cadre to Manipur cadre for a period of three years.
The memorandum issued by the Ministry of home affairs reads, “Upon the approval of the Appointments Committee of the Cabinet for the Inter-cadre deputation of Rajiv Singh, IPS (TR:93), presently working as IG, CRPF, from Tripura cadre to Manipur cadre for a period of three years from the date of joining, in relaxation of the policy as a special case in the public interest. It is therefore requested to relieve Rajiv Singh, IPS (TR: 93), IG, CRPF, immediately to enable him to take up his new assignment in Manipur”.
On the other hand, the Central Government has formed an unified command for the smooth running of operations by the security forces to restore peace and normalcy in Manipur. Security adviser will head the Inter-Agency Unified Command (IAUC) to the Manipur Government and former DG CRPF Kuldeep Singh. The unified command structure will have core commanders of the central security agencies like CRPF, BSF, RAF, IRBN, besides the Indian Army and Assam Rifles, as its members. DGP Manipur will also be part of the structure. The unified command structure will monitor better communication in the State amongst the security agencies to run operations against anti-national and anti-social elements and smooth conduction of the day-to-day operations.
It should be mentioned that Union Home Minister Amit Shah in a press conference in Imphal on June 1, said that the Central Bureau of Investigation (CBI) will investigate five selective cases of rioting besides one specific case which was registered for a general conspiracy to create unrest in the State will be investigated by CBI under the direct supervision of the Central Government. Besides that, a retired High Court chief justice will head a judicial inquiry committee to probe the violence in the State. Home Minister Amit Shah said that the probe panel would look into the reasons for the violence and identify who was responsible for it. It should be mentioned that violence erupted in Manipur from May 3 during a solidarity march by the tribal student union backed by the church’s community. The Manipur High Court last month had directed to submit the recommendation of inclusion of the Meitei (Meetei) community to the ST list to the Union Tribal Affairs Ministry, Government of India by May 29. The High Court’s judgement was opposed by the tribal communities of the State, mainly by the Kuki community. Meitei is the largest community in Manipur, comprising over 51 per cent of the total population of the State. During the protest rally on May 3, the Meitei community people were attacked by armed militants in Bishnupur and Churachandpur districts. The violence spread across the State and continued for over three weeks. Over 80 civilians have lost their lives, and more than 200 were injured, and thousands were displaced in the ongoing violence.
