With the ethos of ‘minimum government, maximum governance’, the government’s ‘Administrative Reforms’ have been transforming India into our cherished dream of ‘Aatmanirbhar Bharat’. They are aimed at bringing greater efficiency, transparency, accountability, corruption-free governance, and reduction in scope for discretion.
Here are some of the administrative reforms which have not only become the testament of governance in the last few years but also gave us the mantra of ‘sabka saath, sabka vikas’.
 
Mission Karmayogi
 
Dubbed as the biggest bureaucratic reform initiative, the National Programme for Civil Services Capacity Building (NPCSCB) { Mission Karmayogi } was launched as a new national architecture for civil services. It is a new capacity-building scheme for civil servants, which aims at upgrading the post-recruitment training mechanism of the officers and employees at all levels.
 
The comprehensive reform is based on six pillars:-
(i) Policy Framework,
(ii) Institutional Framework,
(iii) Competency Framework,
(iv) Digital Learning Framework (Integrated Government Online Training Karmayogi Platform (iGOT-Karmayogi),
(v) electronic Human Resource Management System (e-HRMS), and
(vi) Monitoring and Evaluation Framework.
 
e-Office- Mission Mode Project (MMP)
 
e-Office Mission Mode Project (MMP) is an individual project within the National e-Governance Plan (NeGP) that focuses on one aspect of electronic governance, such as banking, land records or commercial taxes etc. It primarily works to enable Ministries/ Departments to switch over to paperless offices and efficient decision making.
Further, the mission mode” implies that projects have clearly defined objectives, scopes, and implementation timelines along with measurable outcomes and service levels.
 
e-Samiksha
 
e-Samiksha is a real-time online system for monitoring and compliance mechanism, that has been developed to fast track the compliance of pending action-points, proposals, projects, schemes, and targets taken by the Government at the Apex level.
 
The system has been designed in such a way that it will enhance transparency, reduce the need of protracted correspondence and improve the communication between Government to Government (G2G), Government to Business (G2B) and vice versa.
 
Discontinuation of the interview in the recruitment of junior-level posts
 
Since January 2016, interviews in the recruitment of junior-level posts were discontinued to all Group ‘C’, Group ‘B’ (Non-Gazetted posts), and other equivalent posts in all Government of India Ministries, Departments, Attached Offices, Subordinate Offices, Autonomous Bodies, Public Sector to curb the malpractices and to bring objectivity to the selection process.
 
Citizen Charters
 
The government of India has mandated Citizen Charters for all Ministries/Departments which are updated and reviewed on a regular basis.
 
A Citizens’ Charter showcases the commitment of the Organisation towards standard, quality, and time frame of service delivery, grievance redress mechanism, transparency, and accountability.
 
Good Governance Index 2019
 
Good Governance Index (GGI) aims to assess the Status of Governance and the impact of various interventions taken up by the States/UTs. The objectives of GGI are to provide quantifiable data to compare the state of governance in all States and UTs, enable them to formulate & implement suitable strategies to improve governance, and bring out result-oriented approaches and administration.
 
Increasing efficiency in decision making in Central Secretariat:
 
With the adoption of digitization of central registration units, a greater delegation of virtual private networks under the Central Secretariat Manual of Office Procedure 2019, and bringing desk officer system, the government has been bringing efficiency in decision making in Central Secretariat.
