The National Commission for Protection of Child Rights (NCPCR) has found that six Childcare institutions operated under the NGO Markazul Maarif, controlled by AIUDF MP Badaruddin Ajmal is involved in financial irregularities and is suspected to have terror-links. NCPCR has also found that the number of inmates mentioned on the institution’s records do not match with the actual reality as they failed to answer the whereabouts of 300 children. Markazul Maarif is also accused of receiving funds from suspicious foreign organisations having close links with Al-Queda.

The commission said that as per the information made available to the inspection team, 778 children were residing in these homes. However, according to the information in the bio of MP Maulana Badrudin Ajmal (who established these homes) on the Lok Sabha website, these homes house 1,010 children.

“The team found a list of children who were the beneficiaries under this said project. A list of children prepared in 2017 was also found and these children were also sponsored by this organization IHH. As per available information, this Turkey-based NGO, IHH, had been interrogated by the Turkish Law Enforcement Agencies for their alleged links with Al-Qaeda,” the NCPCR report said. It added, “”In light of these serious observations made by the inspection team and further the inquiry of NCPCR in this matter, it is strongly recommended that an investigation by the NIA must be initiated to inquire into all these issues..”

During the inspection, it was found that these homes had not developed a child protection policy and did not institute the following mechanisms for prevention and protection of children from abuse. Some homes had not even installed CCTVs. “Bamboo sticks were found which were used for corporal punishment to discipline children.

During informal discussions with staff members, it came out that sometimes they had to employ corporal punishment to discipline particularly difficult children.

Regarding this LRO tweeted, “Shocking revelations in @NCPCR_ inspections of @BadruddinAjmal child home. 1- Cows were accepted as a donation, killed well within child home in front of kids, 2- Kids trained to kill animals, 3- Exposed to ruthless punishment, 4- About 300 children missing.”

“Also, we have got evidence that their details were being shared with some organisations in Turkey,” NCPCR chairman Priyank Kanoongo said. “The team, during the inspection of Markaz Darul Yatama, Dhubri, had been informed about funds being received by IHH, which is based in Turkey, for the implementation of AKIKA project in 2016,” said the NCPCR report.

Earlier also there were allegations of frauds being committed under the shadow of charity works by Badaruddin Ajmal and his foundation.
