NEW DELHI: Legal problems can arise without warning, whether it is a family dispute, property matter, workplace issue or a problem that involves government services. For many people, particularly those who are living in rural, remote and underserved areas, reaching a lawyer can also be tedious and difficult. Thus, addressing this gap, the Narendra Modi-led government launched the Tele-Law service in 2017 to make legal advice more accessible to all citizens through technology and Bharat’s Common Service Centre network.
The initiative was introduced under the Department of Justice’s DISHA programme, and it focuses on helping citizens by providing access to panel lawyers for free pre-litigation legal advice. Instead of travelling to a lawyer’s office simply to understand their legal options, people can use the Tele-Law system through a helpline, mobile app or CSC.
All About Tele-Law
Tele-Law is a government-supported legal assistance service that connects citizens with panel lawyers through telephone, video conferencing and digital platforms. Its main purpose is to provide pre-litigation legal advice, help people understand their legal rights, available options and possible next steps before deciding whether to approach a court or seek any other help. The service is available through Common Service Centres (CSCs), the Tele-Law mobile app and the 14454 toll-free helpline. According to the official Tele-Law portal, the service is connected with around 2.50 lakh CSC centres.
Bharat already had a legal-services framework to provide legal assistance to eligible citizens. What Tele-Law introduced in 2017 was a technology-based mechanism to connect citizens with lawyers through telephone, video conferencing and digital platforms, making access to legal advice easier, particularly for people in rural and underserved areas. Launched under the Modi government, Tele-Law used technology and the Common Service Centre network to make legal advice more accessible to citizens.

Is Tele-Law Legal Advice Free?
Yes. Legal advice provided through Tele-Law is free of cost. The service is a Government of India initiative which aims to improve access to legal advice, particularly for people who may find it difficult to reach legal professionals directly. However, citizens should understand that free Tele-Law advice does not mean that every legal service, court proceeding or legal expense will automatically be free. The service primarily helps people obtain legal advice and understand the options available to them.
Eligible people who require further legal aid may also approach the appropriate Legal Services Authorities under the applicable provisions of law.
Importance of Tele-Law in Contemporary Times
As mentioned above, consulting a lawyer or travelling to a legal office may not always be easy, particularly for people living in rural and underserved areas. Thus, Tele-Law aims to reduce this access gap as it provides a convenient way to seek free legal consultation from panel lawyers.
The service can help people understand their legal position before deciding what action to take. Issues covered through Tele-Law include family disputes, divorce, domestic violence, property and land rights, workplace-related matters, child-related issues, FIR-related concerns and matters concerning SC/ST rights, among others.
Who Can Get Free Legal Advice?
Tele-Law is available to citizens looking for legal advice. The official portal, tele-law.in, also identifies specific categories covered under Section 12 of the Legal Services Authorities Act, 1987. These include women, children, members of SC/ST communities, victims of trafficking, persons with disabilities, workers in the unorganised sector, people from low-income groups and persons in custody, among others. Citizens should check the applicable eligibility provisions where a matter involves further legal aid beyond the Tele-Law consultation.
Process of Getting Free Legal Advice Through Tele-Law
Citizens can use any of these three options:
1. Call 14454:
People can use the 14454 toll-free helpline to access Tele-Law services.
2. Use the Tele-Law Mobile App:
The Tele-Law app allows citizens to register and seek legal advice from panel lawyers through their mobile phones.
3. Visit the Nearest CSC:
Citizens can visit a nearby Common Service Centre (CSC). The Village Level Entrepreneur (VLE) can help with registration and arrange an appointment with a panel lawyer. The consultation can take place through video conferencing or telephone facilities available at the CSC.

Tele-Law 14454 gives citizens a way to first understand their issue, speak to a panel lawyer and learn about the possible legal options.
