No Privatisation, Bigger Mission: ISRO clarifies role as India targets $44 billion space economy by 2033

ISRO has clarified that space-sector reforms and growing private participation will not lead to its privatisation or reduced role; instead, the agency will focus more on advanced research, strategic missions and next-generation technologies

New Delhi: The Indian Space Research Organisation (ISRO) has now clarified the speculation surrounding its possible privatisation. ISRO has made it clear that it will neither be privatised nor will its role in the space sector be reduced. On the contrary, as the space economy evolves, ISRO’s responsibilities are set to become more important and broader than ever before.

In fact, the growing participation of private companies, start-ups and industry in the space sector is intended to give ISRO greater opportunity to work more rapidly and with greater focus on the areas that will establish India as a space power in the coming decades.

ISRO’s Way of Working Set to Change

In a detailed statement issued on the social media platform X, ISRO rejected media reports suggesting that reforms in the space sector could lead to its privatisation or a reduction in its role. The organisation said that greater private participation in the space sector does not mean weakening ISRO’s role. Its real objective is to create a strong and broad-based space ecosystem in the country, in which different institutions can contribute according to their areas of expertise.

The underlying idea behind this change is clear. Technologies that have already been developed and tested and are ready for large-scale production can be handled by industry and public sector undertakings. This will increase the pace of production, make commercialisation easier and expand the reach of Indian space products in global markets. At the same time, ISRO’s scientists and engineers will be able to devote more time to cutting-edge research, complex missions and technologies of the future.

Clarification Comes After Concerns Raised by Employee Organisations

ISRO’s statement has come at a time when nine employee organisations of the organisation had written to ISRO Chairman V. Narayanan seeking official clarification on proposals to transfer manufacturing and operational activities to private companies. In their letter dated 4 September, the employee organisations raised questions about ISRO’s future role, as well as existing employees and future recruitment.

Naturally, concerns arose among employees that if major parts of manufacturing and operational activities were handed over to the private sector, the scope of ISRO’s work and its human-resource requirements could decline in the future. ISRO’s latest clarification has sought to address these concerns. The agency says that transferring mature technologies to industry does not mean the end of ISRO’s involvement in those areas. Rather, it will free up its scientific resources for more challenging and strategic tasks.

A New Chapter in the Space Sector Began with the 2020 Reforms

The transformation of India’s space sector became more evident following the reforms introduced in 2020 and the Indian Space Policy 2023. These reforms aim to increase the participation of the private sector, start-ups and academic institutions in space activities and to build a large, strong and globally competitive space ecosystem in India.

Earlier, a major share of space activities was centred around government institutions. Now, industries are being given opportunities to participate across the entire space value chain. From launch vehicles to satellites, propulsion, earth observation, communications and space applications, private companies and start-ups are developing their capabilities across a range of areas.

From a Handful of Start-ups to More Than 450

According to ISRO, India had only a handful of space start-ups in 2020. Today, their number has crossed 450. This figure itself demonstrates the rapid growth of private participation in India’s space sector. These start-ups are now expanding their activities in areas such as launch vehicles, satellites, propulsion, earth observation, communications and space-based applications. One major advantage of this transformation is that private capital, entrepreneurship and industrial capacity can be harnessed alongside government efforts in the space sector. This can shorten the time between the development of new technologies and their commercial application.

Mature Technologies for Industry, Next-Generation Technologies for ISRO

ISRO has already transferred several mature technologies to industry. At first glance, this may appear to be ISRO stepping back from certain areas, but the organisation views it from a different perspective. In reality, successfully developing a technology and transferring it to industry represents the next stage in that technology’s journey for ISRO. The greatest contribution of a scientific institution is to develop a technology, test it and bring it to a reliable level. After that, large-scale production, commercialisation and market expansion can be carried out more rapidly by the industrial sector.

This model gives ISRO the ability to redirect its scientific resources towards new challenges. In other words, when industry takes responsibility for activities it can undertake on a large scale, scientific institutions save valuable time and can devote those resources to developing the next generation of technologies.

From the Moon to the Indian Space Station, Major Goals Lie Ahead

India’s next phase of its space programme is considerably more ambitious. According to ISRO, India aims to establish the Indian Space Station by 2035 and send Indian astronauts to the Moon by 2040. Alongside this, work is also required to develop reusable launch systems and advance long-term exploration of the Moon and other planets.

The very nature of these objectives means that ISRO will need to focus more on advanced scientific research and strategic missions rather than devoting excessive resources to routine production or the supply of mature technologies. Human spaceflight, the Indian Space Station, next-generation launch systems, deep-space missions, and lunar and planetary exploration are areas that will require continuous innovation, testing and research.

ISRO’s Role in Strategic Missions Remains Crucial

An important aspect of ISRO’s role is its involvement in national and strategic missions. Communications, earth observation, navigation and other space capabilities are today an integral part of the strategic strength of any modern nation.Therefore, maintaining ISRO’s scientific and strategic leadership is important for India. Private-sector participation can strengthen rather than weaken this capability by reinforcing its industrial base.

If industry takes responsibility for production and private companies invest in new technologies, ISRO will have greater scope to focus on mission design, research, high-level technological development and strategic requirements.

Target to Increase the $8.4 Billion Space Economy to $44 Billion

According to ISRO, India’s current space economy is worth around $8.4 billion, and the target is to increase it to $44 billion by 2033. Achieving this target will require more than government investment alone. Private investment, industrial capacity and entrepreneurship will also have to be brought into the effort.This is why the transformation taking place in the space sector should not be viewed simply as a contest between government institutions and private companies. Such a view would provide only a limited picture. The real objective is to enhance India’s collective space capabilities.

Under this model, ISRO remains the centre of technological leadership and national priorities, industry strengthens production and commercialisation capabilities, start-ups bring fresh ideas and the ability to take risks, while academic institutions strengthen the foundation of research and talent.

At the same time, it is important to note that India is now entering an era in which the objective of its space programme is no longer limited to launching satellites or achieving scientific milestones. The aim is to build a complete space ecosystem that establishes a strong presence from research and development to manufacturing and global markets. In such a scenario, the future of ISRO appears to lie in making its work more advanced. If industry takes responsibility for regular production and mature technologies, ISRO will be able to focus on the future challenges that will form the foundation of India’s next great leap in space.

ISRO’s latest clarification is therefore not merely a response to speculation about privatisation. It is an indication of a changing working model in which India’s space agency intends to focus its resources on more strategic, more scientific and more ambitious objectives. In other words, rather than seeing ISRO’s work being reduced, we are likely to see it becoming stronger, more specialised and moving forward at a faster pace in the years ahead. For now, that appears to be the direction.
