US: California public high school students take Mosque trip, given Qurans, encouraged to wear Hijabs; Parents sue

Parents are suing the Palo Alto Unified School District in federal court, alleging a high school field trip to a mosque violated the First Amendment and student privacy when students were given Qurans, encouraged to wear hijabs, and featured in online photos without consent

New Delhi: A group of parents and former students has filed a federal civil rights lawsuit against the Palo Alto Unified School District and Palo Alto High School Principal Brent Kline, alleging that a school-sponsored field trip to a mosque crossed the boundary from academic instruction into religious coercion and endorsement.
The complaint, submitted on August 7 in the U.S. District Court for the Northern District of California, stems from an excursion organised for approximately 100 students in the high school’s Social Justice Pathway, a three-year elective program for sophomores, juniors, and seniors.

According to court filings, students visited the Muslim Community Association mosque in Santa Clara, where the venue advertised the excursion as a chance to “experience Islam in action.” During the visit, female students were allegedly encouraged to wear hijabs, and all attending students were given copies of the Quran to take home.

The cohort observed a live midday prayer service, met with children enrolled in a local Quranic memorisation academy, and participated in a Q&A session with an imam regarding Islamic worship.

The legal action was brought forward by a group calling itself “Plaintiff Community Members for Religious Neutrality in Public Schools.” The coalition includes two Jewish parents, three former Jewish students, a Hindu parent, and a Zoroastrian parent. The plaintiffs claim the district violated the First Amendment by favouring Islam and presenting it as having a unique or superior alignment with social justice compared to other faiths.

Furthermore, the suit alleges that photographs of students in religious attire were posted online without parental consent, and that parents were given insufficient details to opt their children out of devotional practices.

Controversial guest speaker sparks Aadditional backlash

A core element of the suit targets the involvement of Zahra Billoo, Executive Director of the San Francisco Bay Area chapter of the Council on American-Islamic Relations (CAIR). Plaintiffs contend that the school district exposed students to Billoo without providing balanced perspectives, citing her history of hostile public remarks regarding Zionists and Jewish organisations.

The complaint asserts that her presence compromised the school’s duty to maintain religious and political neutrality while failing to properly vet outside speakers. Billoo has strongly rejected the suit’s allegations, describing the legal filing as “misguided.” In statements to local news outlets, she asserted that student participation in observing prayers or trying on hijabs was entirely voluntary.

She emphasised that public school neutrality should not mean shielding students from different worldviews, arguing that learning about diverse communities firsthand is an essential tool for combating bigotry and hate.

District policies under review as plaintiffs seek remedies

Palo Alto Unified School District Superintendent Jason Glass stated that officials learned of the lawsuit through media coverage.

Glass noted that district guidelines strictly mandate that any instruction regarding religion remain strictly academic, objective, and non-devotional. He affirmed that public schools are legally prohibited from either promoting or disparaging any faith, confirming that administrators are reviewing field trip protocols and guest speaker policies while litigation remains pending.

In addition to financial damages and attorney fees, the suit seeks injunctive relief to stop the district from conducting future events that involve students in religious rituals without informed consent. The plaintiffs are also asking the court to compel the district to enforce stricter oversight for external speakers, issue an official admission of negligence regarding student privacy and supervision, and take immediate steps to remove all online photographs taken during the event.
