New Delhi: The United States court’s dismissal of the criminal case against Gautam Adani and his nephew Sagar Adani has brought the nearly two-year legal battle to a close. The development has also revived questions surrounding the wider political and activist ecosystem that emerged after the 2023 Hindenburg report, including reports about an alleged intelligence-gathering effort referred to as Operation Zeppelin. One location repeatedly appears in this broader narrative- Oakbrook Terrace, Illinois.
7. CJP founder and AAP strategist Abhijit Dipke was living in the same area.
Yes, you have heard it right. Abhijit Dipke was in Schaumburg, which is just 21 minutes away from Sam Pitroda’s office.
He was not in Boston. He lied.

The Adani Case That Dominated Global Headlines

The US criminal case against Gautam Adani began in 2024, when prosecutors accused Adani and others of participating in a bribery and securities-fraud scheme. Adani and the other accused denied wrongdoing. In May 2026, the US Department of Justice moved to permanently dismiss the criminal charges, prompting Judge Nicholas Garaufis to seek a fuller explanation before approving the request. The judge subsequently dismissed the criminal case, bringing the prosecution against Adani and Sagar Adani to an end. Recent reporting says Garaufis expressed concerns about aspects of the Justice Department’s handling of the dismissal, while the DOJ maintained that the prosecution was not worth pursuing further.
Hindenburg and the Beginning of the Larger Battle

The controversy surrounding Adani did not begin in a New York courtroom. In January 2023, Hindenburg Research published its report on the Adani Group, triggering a sharp fall in the market value of Adani companies and an intense political confrontation in India. Opposition parties attacked the Modi government over what they described as its proximity to the Adani Group, while the Adani Group rejected Hindenburg’s allegations and accused the short seller of conducting a targeted attack. It was against this backdrop that reports later emerged about an intelligence-gathering effort referred to as Operation Zeppelin.
Operation Zeppelin: What the Reports Allege

An investigation published in 2025 reported that Adani’s response to the Hindenburg attack involved intelligence consultants and that an operation known as Operation Zeppelin allegedly investigated people and organisations believed to be connected to the campaign against Adani. According to sources cited in that report, investigators allegedly identified a network involving activist lawyers, journalists, hedge funds and political figures, with some alleged connections to Chinese interests and others to Washington-based power circles. The report also mentioned an Oakbrook Terrace premises where investigators allegedly discovered encrypted communications involving alternative-asset-management firms and activists based across several countries. These claims are allegations attributed to sources and should not be presented as established findings of a court.
Oakbrook Terrace Tower One, Suite 1825 has a documented connection to Sam Pitroda. The Indian Overseas Congress USA currently lists its address as Oakbrook Terrace Tower One, Tower Lane, Suite 1825, Oakbrook Terrace, Illinois, and identifies Sam Pitroda as its chairman. An International Telecommunication Union document also previously listed Pitroda’s C-SAM office at One Tower Lane, Suite 1825, Oakbrook Terrace, Illinois. These records independently establish Pitroda’s long-standing association with the location.
Then Comes Sam Pitroda

Sam Pitroda is a telecommunications entrepreneur and political adviser who has held senior positions associated with the Congress ecosystem and currently serves as chairman of the Indian Overseas Congress USA. The organisation’s official website confirms his position and lists its Oakbrook Terrace address. Reports published in 2025 subsequently made stronger allegations that intelligence operatives investigating the anti-Adani campaign had targeted Pitroda’s servers and sought evidence of possible connections involving opposition figures and Hindenburg. Those claims, however, were attributed to unnamed sources and have not been independently established by a court.
And This Is Where the CJP Question Enters
The next part of the story concerns Abhijit Dipke, founder of the Cockroach Janta Party. Dipke had an association with the Aam Aadmi Party before establishing CJP, and subsequently emerged as the organisation’s public face and political campaigner. CJP later developed a significant social-media presence and became involved in political mobilisation. The central question is therefore not merely whether Dipke was in the United States, but where he was located, whom he interacted with and which political networks he may have encountered during that period.
Dipke has been described in public reporting as a Boston University student, making Boston an established part of his US background. At the same time, claims have circulated about his presence in Schaumburg, Illinois, within the Chicago metropolitan region. That particular claim requires independent documentary verification. Even if records establish that Dipke was present in Schaumburg, geographical proximity to Oakbrook Terrace or to individuals associated with Pitroda would not, by itself, establish a political relationship or coordination. The source material explicitly notes that there is currently no independently verified evidence showing that Dipke and Pitroda met, communicated or coordinated politically.
Several separate facts can be established from the available material. Sam Pitroda has a long-standing professional connection to Oakbrook Terrace, with historical documentation placing his C-SAM office at Tower One, Suite 1825. IOC USA currently lists the same Oakbrook Terrace location as its headquarters and identifies Pitroda as its chairman. Reports concerning Operation Zeppelin have also mentioned Oakbrook Terrace premises and alleged encrypted communications involving activists and alternative-asset-management firms. At the same time, claims concerning alleged political connections involving Pitroda remain allegations reported through unnamed sources. Dipke’s political background involving the AAP and his later role as founder and public face of CJP are also part of the available record. What remains unproven is the crucial connection between Dipke and Pitroda.
The Hindenburg controversy created a global political and financial storm involving the Adani Group, Hindenburg and a wider circle of journalists, activists, lawyers, investors and political actors. According to reports, Operation Zeppelin was allegedly intended to understand or investigate elements of this ecosystem, with Oakbrook Terrace among the locations mentioned. The same location is independently associated with Pitroda’s professional history and IOC USA. However, the geographical overlap does not establish wrongdoing or coordination; it establishes only a fact that may warrant further examination.
The CJP Connection Needs Evidence—not Assumptions
The emergence of CJP makes the question politically relevant, particularly because of Dipke’s previous AAP association, US education and subsequent political activism. If documentary evidence were to establish direct contact between Dipke and Pitroda or IOC-linked individuals during Dipke’s US period, that could add another dimension to understanding CJP’s political background. Communications, meetings, shared intermediaries, organisational records or financial and logistical links would be considerably more significant than simply establishing that the two were located within the same metropolitan region. Without such evidence, however, there is no basis to claim that CJP was part of an operation against Adani.
The timeline provides the broader context. Hindenburg published its report against the Adani Group in January 2023, followed by a widening political and international controversy during 2023–24. In 2024, US prosecutors indicted Adani and others. In 2025, reports emerged about Operation Zeppelin and alleged intelligence efforts surrounding the network connected to the Hindenburg controversy. In 2026, the US government moved to abandon the criminal prosecution, and the court ultimately dismissed the case. Throughout this period, Pitroda had a documented presence in the Chicago-area political and business ecosystem, although this timeline does not establish a connection between him and Dipke.
One possible interpretation is that different political actors, activists and organisations may have operated within overlapping networks that challenged the Adani Group and, by extension, the Narendra Modi government. But this remains a hypothesis rather than an established conclusion. A serious investigation would need documentary evidence showing whether Dipke was actually based in Schaumburg during the relevant period, whether he had contact with Pitroda or IOC officials, whether common intermediaries connected them, whether shared organisations or consultants existed, whether financial or logistical links were present, and whether any communications had a connection to the Hindenburg-Adani controversy.
The Most Important Development Is What Happened in Court
Whatever the political interpretations surrounding the Adani controversy, the latest legal development is concrete: the US criminal case against Gautam Adani and Sagar Adani has been dismissed. Judge Garaufis had previously demanded a detailed explanation from the government for abandoning the prosecution and expressed concerns about aspects of the Justice Department’s reasoning and process. The eventual dismissal ends the criminal prosecution in that case, although separate legal matters have existed around related allegations.
If documentary evidence eventually establishes a connection between Dipke, Pitroda, IOC USA or individuals involved in the networks described in reports about Operation Zeppelin, it could significantly alter the understanding of CJP’s political background.
