BJP Telangana urges ECI to reject Family Register, alleges AIMIM push to enrol Rohingyas, Bangladeshis during SIR

The Telangana BJP has urged the ECI to reject Telangana Family Register certificates during the ongoing SIR of electoral rolls, alleging that the Congress–AIMIM government introduced them to facilitate the enrolment of illegal infiltrators, including Rohingyas and Bangladeshis, as voters.

Hyderabad: BJP Telangana has approached the Election Commission of India (ECI), urging it to immediately direct all District Election Officers (DEOs) and Electoral Registration Officers (EROs) not to accept the newly introduced Telangana Family Register Certificates during the ongoing Special Intensive Revision (SIR) of electoral rolls.

In a representation submitted to the EC Commissioner on July 28, BJP alleged that the Telangana government’s decision to introduce the Family Register Certificate through G.O.Ms. No. 172, issued by the Revenue Department on July 25, coincided with the ongoing SIR exercise and could compromise the integrity of electoral roll verification.

According to the BJP, the newly introduced electronic Telangana Family Register is linked to Food Security (ration) cards and can be obtained through MeeSeva centres with digital authentication by the Tahsildar.

The BJP argued that introducing such a document during an ongoing electoral revision amounts to altering the verification framework after the process has already begun.

Backdoor entry of Rohingyas and Bangladeshis

The Telangana BJP has alleged that the Congress–AIMIM government is attempting to manipulate the electoral process by introducing the Telangana Family Register in the midst of the ongoing Special Intensive Revision (SIR) of electoral rolls. According to the party, the move could facilitate the inclusion of illegal infiltrators, including Rohingyas and Bangladeshis, in the electoral rolls under the guise of administrative documentation. The BJP has urged the Election Commission of India to immediately intervene, reject the use of Family Register certificates in the SIR process, and prevent what it described as a conspiracy to undermine the integrity of India’s democracy.

Influencing SIR

The BJP further claimed that the timing of the government order raises constitutional and administrative concerns, alleging that it followed representations made by AIMIM floor leader Asaduddin Owaisi to the Telangana Chief Minister suggesting that the certificates could be used as supporting documents in response to verification notices issued during the SIR process.

The memorandum also alleged that despite the CEO having reportedly instructed the State Chief Secretary not to assign any additional work to officials engaged in the SIR exercise, the state government proceeded with the Family Register initiative.

The BJP claimed this reflected the motive of the ruling Congress government and its ally AIMIM to sustain what it described as “bogus votes.”

No to additional documents

Invoking the legal principle that the “rules of the game cannot be changed after the game has begun,” the BJP argued that once the Election Commission has notified the Special Intensive Revision along with the prescribed documentary requirements, neither the state government nor any subordinate authority can introduce additional documents for electoral verification.

The party contended that recognising the Family Register Certificate during the ongoing SIR would undermine the sanctity, uniformity, fairness and purity of the electoral rolls. It maintained that the revision process should continue strictly in accordance with the documents, procedures and guidelines that were in force when the Election Commission formally notified the SIR.

Questioning the evidentiary value of the certificate, the BJP stated that the Family Register is generated primarily from existing family databases linked to ration card records, which may contain outdated family particulars. It argued that the certificate merely reflects declared family composition and cannot constitute proof of Indian citizenship or legal eligibility for inclusion in electoral rolls.

Referring to the Constitution of India, the Representation of the People Act, 1950, and the Registration of Electors Rules, 1960, the BJP asserted that neither ration cards, Aadhaar cards nor the Family Register Certificate independently establish citizenship or confer the legal right to be enrolled as an elector.

The representation also raised national security concerns, stating that acceptance of administrative documents that do not establish citizenship could facilitate the inclusion of illegal immigrants, including Rohingyas and Bangladeshi nationals, in the electoral rolls if such documents are relied upon during the verification process.

While expressing support for the Election Commission’s objective of ensuring that no eligible citizen is denied enrolment, the BJP requested the Commission to issue immediate and binding directions clarifying that Family Register Certificates issued under G.O.Ms. No. 172 should not be accepted, entertained or considered for any purpose during the ongoing Special Intensive Revision of electoral rolls.

The party also urged the Election Commission to ensure that the entire SIR process continues strictly in accordance with the originally notified statutory documents and guidelines to safeguard electoral integrity and national security.

The memorandum was signed by Marri Sashidhar Reddy, Chairman of the Telangana Election Commission Affairs Committee, BJP State General Secretary and SIR-Telangana Convenor Vemula Ashok, BJP State Vice President and SIR-Zonal Incharge M. Jayasree, and Advocate K. Anthony Reddy, SIR-Zonal Incharge.

On July 15, ECI extended the schedule for the ongoing Special Intensive Revision (SIR) of electoral rolls in Punjab, Karnataka, Telangana and Delhi. In Telangana, the draft electoral rolls will now be published on August 10 and the final rolls on October 12, while Booth Level Officers (BLOs) will continue house-to-house verification until August 3.

Earlier, following repeated representations by AIMIM president and Hyderabad MP Asaduddin Owaisi, the Congress government led by CM A. Revanth Reddy introduced the Family Register Certificate (FRC) through MeeSeva as one of the 12 documents accepted for the SIR process.

Marri Shashidhar Reddy, former Minister, alleged that the Congress government, under pressure from AIMIM leaders, had introduced the new ‘Electronic Telangana Family Register’ as part of a much larger conspiracy. He said the government’s own G.O. clearly stated that these certificates provided no benefit for any government welfare schemes and questioned who they were really meant for. According to him, the exercise was intended to provide a backdoor route for bogus voters, Bangladeshis, Rohingyas and Pakistanis in Hyderabad and across Telangana to obtain recognition during the Special Intensive Revision (SIR) process and secure voting rights. He further alleged that certificates could be issued within just two days based merely on names written on a notarised paper.
