Delhi government to provide free residential plan for disabled female students; To cover 21 categories under RPwD Act

The initiative aims to promote higher education, safety and social inclusion for women across all 21 disability categories recognised under the Rights of Persons with Disabilities Act, 2016

To promote inclusive education and student welfare, the Delhi government has announced plans to establish a dedicated hostel for female college students with disabilities in Timarpur, North Delhi. The hostel is being developed by the Department of Social Welfare to help women with disabilities pursue higher education by providing a safe, affordable and accessible place to stay in Delhi.

The proposed hostel will accommodate 96 students and will offer free boarding and lodging facilities to eligible residents pursuing studies in colleges, universities and other recognised educational institutions across Delhi. The project will likely benefit students who often struggle with accommodation, transportation and accessibility challenges while continuing their education in the city.

According to officials, the hostel was originally planned in September 2025 as a residential facility only for visually impaired female college students. However, the government later decided to increase the scope of the project to include female students belonging to all 21 categories of disabilities recognised under the Rights of Persons with Disabilities Act (RPwD Act), 2016.

As per sources, the expanded plan is part of the Delhi government’s effort to make disability welfare schemes more inclusive and ensure the support reaches students from all disability categories, not just one group.

Authorities stated that the hostel infrastructure will be developed in accordance with universal accessibility standards and barrier-free norms. The facility is expected to include ramps, elevators, tactile pathways, accessible washrooms, mobility-friendly corridors and other disability-supportive features designed to cater to students with varying physical, sensory and intellectual needs.

Support services and assistive facilities may also be incorporated to improve convenience, safety and independence for residents. Officials noted that students with disabilities often face additional financial burdens due to specialised transportation, accessible accommodation and support requirements, which can discourage them from pursuing higher studies away from home.

The government believes that the hostel will help bridge this gap by creating a safe and enabling environment for female students. The initiative is also expected to encourage greater enrolment and participation of women with disabilities in higher education institutions in Delhi.

Officials from the Department of Social Welfare said the project aligns with the broader objective of promoting equal educational opportunities and strengthening social inclusion. By reducing logistical and economic barriers, the government hopes to empower students to pursue academic and professional goals with greater confidence and independence.

The announcement comes at a time when discussions around accessible infrastructure and inclusive public services are gaining momentum across the country. Disability rights activists and education experts have repeatedly stressed the need for more accessible hostels, campuses and public spaces to improve educational outcomes for persons with disabilities.

The Rights of Persons with Disabilities Act, 2016, mandates equal access to education, public infrastructure and social participation for persons with disabilities. The law recognises 21 categories of disabilities, including visual impairment, hearing impairment, locomotor disability, autism spectrum disorder, intellectual disability, multiple sclerosis and cerebral palsy, among others.

Officials said detailed information regarding admission procedures, eligibility criteria, documentation requirements and operational guidelines for the hostel will be released separately by the department in the near future.

Once operational, the Timarpur hostel is expected to become one of the few dedicated residential facilities in Delhi specifically designed to support female students with disabilities pursuing higher education.
