Amid growing confusion and panic among LPG consumers over reports linking Aadhaar-based e-KYC to gas delivery, the government has issued a clarification stating that while e-KYC is aimed at streamlining subsidy delivery and identifying unauthorized users, it will not disrupt LPG supply. The clarification comes as many consumers rush to complete the process fearing denial of cylinders.
According to the Ministry of Petroleum and Natural Gas, the e-KYC exercise is primarily designed to identify unauthorized or duplicate LPG connections through Aadhaar-based biometric verification. The move is part of a broader effort to ensure that government subsidies reach only genuine beneficiaries and leakages in the system are minimized. Officials have emphasized that the process strengthens transparency without imposing blanket restrictions on consumers.
The Ministry has clearly stated that e-KYC is not mandatory for all LPG users. Only those consumers who have not yet completed their verification are required to do so. For others who have already undergone the process, there is no need for repetition. This clarification is crucial as misinformation had led many consumers to believe that LPG delivery would be halted without immediate compliance.
However, the rules are more specific when it comes to beneficiaries of the Pradhan Mantri Ujjwala Yojana. Under this flagship scheme, beneficiaries are required to complete e-KYC once every financial year to continue receiving subsidies under the Direct Benefit Transfer (DBT) system. The requirement is linked to refill cycles, where beneficiaries must complete e-KYC after their seventh refill to remain eligible for subsidy benefits on subsequent refills, particularly the eighth and ninth cylinders.
The government has also sought to ease concerns by highlighting that the e-KYC process has been made consumer-friendly and can be completed from home using digital platforms. This move is expected to reduce the burden on gas agencies and prevent overcrowding. Officials have reiterated that LPG supply will continue uninterrupted during the implementation phase and that no consumer will be denied access solely due to procedural delays.
Despite these assurances, reports from the ground indicate a surge in footfall at LPG distribution centres. Consumers, driven by fears of supply disruption and reports of cylinder shortages in some regions, have been rushing to complete their e-KYC. There is also apprehension among users that online booking services could be restricted after a certain lock-in period if verification remains incomplete.
Gas agency operators have added another layer to the situation, indicating that in some cases, priority is being given to consumers who have completed their e-KYC. According to them, this helps ensure that genuine users receive timely delivery, especially in situations where supply is constrained. While this is not an official directive, it has contributed to the perception that e-KYC completion is indirectly linked to service priority.
From a policy perspective, the government maintains that completing e-KYC is ultimately beneficial for consumers. It ensures that subsidies are directed only to eligible households, prevents misuse of connections, and enhances the overall efficiency of the LPG distribution system. By integrating Aadhaar-based verification, authorities aim to build a more accountable and transparent framework.
