Senior Maoist leaders including Devuji, Sangram surrender; Operation Kagar gains, TG DGP calls ‘conscious choice’

Hyderabad: In a significant development, four senior leaders of CPI (Maoist) surrendered before the Telangana Police, marking what officials described as a major step in efforts to curb Left Wing Extremism in the region. Addressing the media, the Director General of Police (DGP) said the development represents progress towards lasting peace and stability.

“Today marks an important step towards lasting peace in the country. Four senior CPI (Maoist) leaders have laid down arms and joined the mainstream. Their decision reflects courage and a conscious choice to embrace peace, dignity, and development over violence,” the DGP said. He also commended the Telangana Police, particularly the Special Intelligence Branch (SIB), for sustained efforts that facilitated the surrender, and assured full support and rehabilitation for those returning to normal life.

The leaders who surrendered include Tipiri Thirupathi alias Devuji, a Politburo and Central Committee member regarded as a key strategist and official spokesperson known as “Abhay,” who spent about 44 years underground; Malla Raji Reddy alias Sangram, a Central Committee member with nearly 46 years in the movement and former head of the South West Regional Bureau; Bade Chokka Rao alias Damodar, Telangana State Committee Secretary and Central Committee member considered a leading military figure; and Nune Narsimha Reddy alias Ganganna, a State Committee member and advisor to the PLGA’s 1st Battalion.

Officials said the surrender comes amid intensified operations by the Telangana government and in the backdrop of the Union government’s March 2026 deadline to end Left Wing Extremism. With the exit of these senior leaders, authorities indicated that the Telangana State Committee of the outfit has effectively become defunct.

Reacting to the development, Union Minister of State for Home Affairs Bandi Sanjay Kumar said in a post on X that Maoism and Naxalism had failed to deliver meaningful outcomes for people and that decades of violence had only resulted in loss and suffering. He added that development initiatives and welfare measures had drawn people towards the democratic mainstream, and congratulated the police for their efforts, including operations carried out under “Operation Kagar,” to weaken the Maoist network ahead of the deadline.
