The union government has instructed educational institutions nationwide to submit comprehensive information on foreign students, covering their attendance, academic performance, and conduct.
In a directive from the Home Ministry, schools, colleges, and universities have been asked to notify the Foreigners Registration Officer within 24 hours of admitting any foreign national, with the information to be uploaded via a designated portal or mobile app.
The letter specifies that institutions must complete a prescribed form for each foreign student. This form requires details on the student’s attendance (regular or irregular), examination results (pass or fail), general conduct (“good” or “bad”), behavioural remarks, and eligibility to continue the course.
The centre said this measure aims to bolster national security and ensure adherence to the Immigration and Foreigners Act, 2025, which came into effect last year.
The letter described the form as a “crucial document” under the new legislation and cautioned that non-compliance could lead to action under existing laws and regulations.
The letter stated, “This is important to support national security efforts… All the above requirements must be strictly followed. In case of any violation of the Immigration and Foreigners Act, 2025, and its associated rules and orders, appropriate action should be taken under existing laws and regulations.”
It has been circulated to several senior officials, including the Director of the Intelligence Bureau, the Foreign Secretary, the Secretaries of Tourism, Health, and Education, and the Commissioner of Police, Delhi, among others.
