The National Investigation Agency (NIA) has secured the conviction and life imprisonment of a key accused in the Hizbul Mujahideen (HM) terror conspiracy case in Assam. The judgment was delivered by a Special NIA Court in Guwahati, marking a decisive moment in the agency’s efforts to dismantle terror modules operating beyond traditional conflict zones.

The convicted accused, Md Kamruj Zaman, also known as Dr Hurairah and Kamaruddin, was found guilty of conspiring to establish a Hizbul Mujahideen module in Assam during 2017–18 with the intent of carrying out terrorist activities and “striking terror in the minds of the people,” the NIA said in a statement.

The court awarded Zaman three separate sentences of simple imprisonment (SI), with the maximum being life imprisonment. He was sentenced to life imprisonment under Section 18 of the Unlawful Activities (Prevention) Act, 1967. Additionally, he was awarded five years’ SI under Section 18B of the UA(P) Act read with Section 120B of the Indian Penal Code, and another five years’ SI under Section 38 of the UA(P) Act. All sentences will run concurrently.

Apart from the prison terms, the court imposed a fine of Rs 5,000 in each of the three counts, with an additional three months of simple imprisonment in case of default on each count.

The case, registered as RC 08/2018/NIA-GUW, pertains to the Jamunamukh area of Hojai district in Assam. NIA investigations revealed that Kamruj Zaman had actively conspired to build and strengthen a terror module of the proscribed Hizbul Mujahideen in the state, marking a serious attempt to spread extremist activities into Assam.

According to the NIA, Zaman played a central role in recruiting and radicalising local youth to further the terror agenda of HM. He had recruited accused Sahnawaz Alom, Saidul Alam, Omar Faruk, and others to assist in establishing the module and planning terrorist activities.

The anti-terror agency had filed a chargesheet against five individuals in March 2019. Of these, Sahnawaz Alom, Saidul Alam, and Omar Faruk were earlier convicted after pleading guilty before the court. The fifth accused, Jaynal Uddin, died due to illness during the course of the trial.
