From Power to Service: PMO becomes ‘Seva Teerth’ as India shifts focus on governance with citizen-first vision

The Narendra Modi government has renamed key institutions PMO as Seva Teerth, Central Secretariat as Kartavya Bhavan, and Raj Bhavans as Lok Bhavans signaling a shift from power to citizen-focused service

NEW DELHI: The Narendra Modi government has officially renamed the Prime Minister’s Office (PMO) as Seva Teerth. The renaming is part of a sweeping effort to realign India’s public institutions with the ideals of service, accountability, and citizen-first governance. Sources say this is not merely a cosmetic change but a deliberate statement: the era of authority for power’s sake is giving way to governance rooted in seva (service) and kartavya (duty).

The newly christened Seva Teerth is located within the Executive Enclave under the Central Vista Redevelopment project, which is nearing completion. The complex will house the Prime Minister’s Office, Cabinet Secretariat, National Security Council Secretariat, and India House a venue designed to host foreign dignitaries and high-level discussions. Government sources highlight that Seva Teerth will be a working space that embodies service-driven policymaking, where national priorities are shaped by the ethos of welfare, transparency, and efficiency.

Union Minister Giriraj Singh hailed the move, describing it as a reflection of the “rise of a new Sanatan Bharat.” Singh emphasized that official spaces must convey service rather than privilege, adding that previous governments treated these institutions as symbols of entitlement. According to Singh, the renaming sends a strong message: governance is a duty, not a privilege, and public offices must always reflect the government’s commitment to the people.

In tandem with Seva Teerth, the Central Secretariat has been renamed Kartavya Bhavan, reflecting the principle that public service is a sacred responsibility. Similarly, Raj Bhavans across the country are being rechristened Lok Bhavans, signaling a closer connection between governors’ offices and the citizens they serve.

These changes continue a long-standing effort by the Modi government to make governance more citizen-centric. In 2016, the Prime Minister’s official residence was renamed Lok Kalyan Marg, emphasising welfare and public good over exclusivity. Rajpath, the iconic ceremonial boulevard, was redesignated Kartavya Path, underlining duty over grandeur. Each of these moves reinforces the government’s message that power is a responsibility, not a status symbol.

Senior officials note that these measures align with broader governance reforms under Prime Minister Modi, including streamlined administrative processes, enhanced citizen services, and digital governance initiatives. “The Modi government is not just renaming buildings; it is redefining the relationship between citizens and the state,” one official said.
