Next-generation GST: Simplified registration for two taxpayer categories From November 1

The reform is expected to benefit 96 per cent of new applicants, while ensuring stricter action against dishonest operators

Finance Minister Nirmala Sitharaman inaugurated the new Central GST building in Ghaziabad, highlighting the role of GST reforms in boosting festive trade and consumer activity. Speaking to officials, she announced that a simplified GST registration process will come into effect from 1 November, specifically targeting two categories of taxpayers. The new system aims to issue clearances within three working days, significantly easing compliance for new applicants.

“This single reform is expected to benefit 96 per cent of the new applicants. The task of the field formation is to operationalise it without friction,” the minister said.

Sitharaman stressed that officials must leave behind the pre-GST mindset and focus on actively encouraging compliant taxpayers, while simultaneously cracking down on misconduct and fraudulent practices. She said,

“The next-generation GST is not just about rates, slabs, and simplification. It should make the taxpayer feel different.”

She advised that enforcement should remain firm but courteous, adding: “The motto for disciplinary matters should be galat kiya hai toh khair nahin, sahi kiya toh koi bair nahin.”

The minister’s remarks follow the recent controversy involving customs officials in Chennai allegedly seeking bribes to clear consignments, which prompted a ministry enquiry with assurances that all guilty parties, including intermediaries, will face consequences.

FM Sitharaman highlighted the need to utilise technology to accelerate registration approvals and streamline grievance redressal. She urged officers to be proactive in assisting traders, noting that accessibility and efficiency should replace bureaucratic obstacles.

“There is no iron wall between you and the trader. There is thin air. You can understand where the difficulty is, rather than muddying it up any further,” she said.

The minister also emphasised the importance of the timely completion of disciplinary actions against erring officials. She noted that consistent enforcement of accountability would send a strong signal that misconduct, dereliction of duty, and unethical behaviour will not be tolerated.
