The Ministry of Panchayati Raj (MoPR) is set to launch its flagship initiative, the People’s Plan Campaign (PPC) 2025-26: “Sabki Yojana, Sabka Vikas”, across all States and Union Territories on October 2, 2025. The campaign will formally initiate the process of preparing Panchayat Development Plans (PDPs) for FY 2026-27, ensuring that local needs and aspirations are embedded in India’s rural development strategies.
Since its inception in 2018, the campaign has become a cornerstone of evidence-based, participatory planning. Data from the eGramSwaraj Portal highlights that since 2019-20, more than 18.13 lakh Panchayat Development Plans, including Gram Panchayat, Block Panchayat and District Panchayat plans, have been uploaded. Of these, 2.52 lakh plans pertain to the ongoing 2025–26 cycle.
Preparations in Full Swing
On September 26, 2025, Additional Secretary Sushil Kumar Lohani chaired a virtual review meeting with State and UT departments as well as training institutes to finalize rollout strategies. The Ministry has also directed 20 Line Ministries and Departments to ensure their State/UT branches participate actively in the Gram Sabha process.
Instructions to States and UTs include:
Appointment of nodal officers for campaign monitoring.
Training facilitators for Gram Sabha meetings.
Public display of development plans through Information Boards.
Activation of monitoring platforms before the launch.
This year, the campaign will officially commence with Special Gram Sabhas convened on October 2, Gandhi Jayanti, a date chosen for its symbolic significance.
The launch date is not incidental. October 2 marks the birth anniversary of Mahatma Gandhi, who envisioned Gram Swaraj, a model of self-sufficient villages where decision-making powers rested with the community. The PPC resonates strongly with Gandhi’s dream, transforming Gram Sabhas into living forums of participatory democracy.
Interestingly, 2025 also coincides with the 100th year of the Rashtriya Swayamsevak Sangh (RSS), an organisation that has consistently emphasised self-reliance, community service, and grassroots empowerment. The simultaneous observance of Gandhi Jayanti and the RSS centenary highlights a broader national consensus on strengthening local institutions as the foundation of India’s democratic and cultural fabric.
Focus areas of PPC 2025-26
The 2025-26 campaign has set out specific objectives to make governance more participatory and accountable. Gram Sabhas will:
1. Review earlier development plans using digital platforms such as eGramSwaraj, Meri Panchayat App, and Panchayat NIRNAY.
2. Identify unfinished works funded by Central Finance Commission (CFC) grants.
3. Use the Panchayat Advancement Index (PAI) and SabhaSaar for better planning.
4. Enhance Panchayat revenues through Own Source Revenue (OSR).
5. Prioritise tribal empowerment under the Adi Karmayogi Abhiyaan.
By making Gram Sabhas decisive forums for local decision-making, the campaign ensures inclusivity and convergence across government schemes.
Strengthening grassroots democracy
Officials believe the campaign will deepen community participation, enhance service delivery, and promote transparency and accountability at the grassroots. By mobilizing Panchayat representatives, line departments, frontline workers and local citizens, the PPC not only strengthens rural governance but also reinforces India’s collective vision of development rooted in its villages.
As the nation pays tribute to Gandhi’s philosophy and marks the RSS centenary year, the “Sabki Yojana, Sabka Vikas” Abhiyaan is a timely reminder that India’s progress continues to rest on the strength of its villages, its people, and its democratic spirit.
