Odisha: PM Modi to unveil Rs 60,000-crore rail, telecom, education and healthcare projects on September 27

Bhubaneswar: Prime Minister Narendra Modi will visit Odisha on September 27 to inaugurate and lay the foundation stone of multiple development projects worth over Rs 60,000 crore across key sectors including railways, telecom, education, healthcare, and skill development.

According to officials, the Prime Minister will arrive at Veer Surendra Sai Airport in Jharsuguda at 11:25 am and proceed to Amlipali Ground, where he will address the Namo Yuva Samabesh public gathering.

A major highlight of the visit will be the commissioning of over 97,500 BSNL 4G mobile towers, built with indigenous technology at a cost of Rs 37,000 crore. Of these, 92,600 towers have been set up by BSNL while more than 18,900 towers have been funded under the Digital Bharat Nidhi. The new infrastructure will connect nearly 26,700 remote and LWE-affected villages, serving over 20 lakh new subscribers. Most of these towers are solar-powered, creating India’s largest cluster of green telecom sites.

The Prime Minister will also unveil BSNL’s indigenously developed 4G stack, marking India’s entry into the league of nations manufacturing advanced telecom equipment. The cloud-based network is future-ready and capable of seamless upgradation to 5G.

Modi will dedicate several key railway projects to the nation, including the doubling of the Koraput–Baiguda line and the 82-km Manabar–Koraput–Gorapur section, constructed at a cost of Rs 1,400 crore. He will also lay the foundation stone for the Sambalpur–Sarla Rail Flyover and inaugurate a 5-km flyover in Sambalpur City built at a cost of ₹273 crore.

In addition, the Prime Minister will flag off the Amrit Bharat Express between Berhampur and Udhna (Surat), aimed at boosting affordable inter-state passenger connectivity while supporting tourism and regional trade.

The Prime Minister will announce the expansion of eight IITs — Tirupati, Palakkad, Bhilai, Jammu, Dharwad, Jodhpur, Patna, and Indore — with an investment of Rs 11,000 crore. The expansion will add capacity for 10,000 new students and establish eight state-of-the-art research parks to strengthen India’s innovation ecosystem.

He will also launch the MERITE scheme to enhance quality, equity, research, and innovation across 275 state engineering and polytechnic institutions.

Under the Odisha Skill Development Project Phase II, new World Skill Centres will be established in Sambalpur and Berhampur, covering emerging sectors such as AgriTech, Renewable Energy, Retail, Marine, and Hospitality. Additionally, five ITIs will be upgraded into “Utkarsh ITIs,” 25 ITIs will become Centres of Excellence, and a new Precision Engineering Building will be developed to provide advanced technical training.

To boost digital education, Wi-Fi facilities will be rolled out across 130 higher education institutions in the state, benefiting over 2.5 lakh students.

Healthcare infrastructure in Odisha will also see a major upgrade. The Prime Minister will lay the foundation stone for converting MKCG Medical College in Berhampur and VIMSAR in Sambalpur into world-class super-specialty hospitals. The projects will include enhanced bed capacity, trauma care facilities, maternal and child healthcare units, dental colleges, and modern academic infrastructure.

As part of the government’s commitment to social welfare, Modi will distribute sanction orders to 50,000 beneficiaries under the Antyodaya Gruha Yojana, which provides pucca houses and financial assistance to vulnerable rural families including widows, persons with disabilities, and victims of natural disasters.

While the Prime Minister’s public event was initially planned in Berhampur, it was shifted to Jharsuguda due to forecasts of heavy rainfall in southern Odisha. Security arrangements and logistical preparations have been completed, with Chief Minister Mohan Charan Majhi personally reviewing the venue.

Urging people to participate, the Chief Minister said: “Prime Minister Shri @narendramodi ji is coming to Odisha tomorrow to further advance the vision of a Prosperous Odisha and a Developed India.”

This marks Modi’s sixth visit to Odisha in 15 months since the BJP came to power in the state in June 2024.
