Delhi police registers FIR against Congress over AI-generated video featuring PM Modi & his late mother

The Delhi Police on Saturday filed an FIR against the Congress party’s Bihar unit following a complaint lodged by a BJP worker. The controversy stems from a 36-second AI-generated video posted on September 10 on Congress Bihar’s official X handle. The video depicted Prime Minister Narendra Modi in a dreamlike dialogue with a figure resembling his late mother, Heeraben Modi.

The complaint, registered at North Avenue Police Station in Delhi, names both the Congress party and its IT Cell as primary accused. Police officials confirmed that the FIR invokes multiple sections of the Indian Penal Code, IT Act, and Digital Data Protection law, including provisions relating to defamation, insult to women, and misuse of digital tools.

The viral clip, marked “AI GENERATED,” carried the caption “Saheb ke sapne mei aayi Ma, dekhiye rochak samvaad” (“Ma appears in Saheb’s dreams, watch the interesting dialogue”). While the BJP described the video as a “personal attack” on the dignity of both PM Modi and his mother, Congress has dismissed the allegations.

“What is their objection? Just because a mother is trying to educate her son to do something right, where is the disrespect? This is neither disrespectful to the mother, whom we respect dearly, nor to the son,” Congress spokesperson Pawan Khera said, defending the video.

According to the complainant, the video not only defames the Prime Minister but also insults the memory of Heeraben Modi and motherhood as a whole. BJP leaders accused the Congress of repeatedly targeting the Prime Minister’s family for political gains.

The controversy has revived memories of a recent incident in Darbhanga on August 27, during the ‘Voter Adhikar Yatra’ jointly organised by Congress and RJD, where slogans containing expletives against PM Modi and his late mother were allegedly raised from the stage.

This case adds to growing concerns about the misuse of AI-generated content in India’s political landscape. With elections approaching, deepfake videos and digitally altered clips have increasingly become tools of propaganda and political messaging, raising questions about ethics, legality, and public trust in digital platforms.

The Delhi Police investigation is expected to probe both the technical origins of the video and the intent behind its circulation.
