US Designates TRF global terror group after Pahalgam: Diplomatic win for India amid Operation Sindoor, outreach push

In a major diplomatic and strategic breakthrough for India, the United States has officially designated The Resistance Front (TRF), the terror outfit responsible for the April 22 Pahalgam massacre, as a Foreign Terrorist Organization (FTO) and a Specially Designated Global Terrorist (SDGT). The announcement marks a significant success for India’s ongoing global campaign to expose Pakistan-based terror groups.

The designation was announced by US Secretary of State Marco Rubio, who confirmed that the TRF had claimed responsibility for the Pahalgam attack, which resulted in the death of 26 innocent civilians in Jammu and Kashmir. The attack is now being described as the most brutal act of terror in India since the 2008 Mumbai attacks carried out by Lashkar-e-Taiba, the parent organisation of the TRF.

The US State Department, in its official release, noted that the TRF had carried out numerous attacks against Indian security forces in 2024 alone. By designating TRF under Section 219 of the Immigration and Nationality Act and Executive Order 13224, the United States has reaffirmed its commitment to global counterterrorism and, in particular, to securing justice for the victims of the Pahalgam attack.

The US government highlighted that this action is reflective of President Donald Trump’s unwavering commitment to combating terrorism, safeguarding American and allied national security interests, and holding perpetrators accountable.

The landmark decision comes in the wake of India’s robust diplomatic outreach following the attack. A high-level Indian delegation led by MP Shashi Tharoor, who formerly served as the Under-Secretary-General of the United Nations, was dispatched to the United States and other countries in the Americas. The mission, aimed at pressing for global recognition of the TRF’s terror credentials and Pakistan’s complicity, included former Indian Ambassador to the United States Taranjit Singh Sandhu, underlining bipartisan and institutional consensus on national security.

This diplomatic offensive was paralleled by strong military retaliation. On May 7, India launched Operation Sindoor, a precision military campaign targeting nine terrorist camps located in Pakistan and Pakistan-occupied Kashmir. Key terror hubs such as the Jaish-e-Mohammed headquarters in Bahawalpur and the Lashkar-e-Taiba base in Muridke were completely destroyed. More than 100 terrorists were eliminated in the operation, including high-profile operatives Yousuf Azhar, Abdul Malik Rauf, and Mudassir Ahmed.

Indian intelligence confirmed the complete destruction of nine terror camps in the strikes, which took place shortly after midnight. The operation was seen as a calibrated, high-impact response to the Pahalgam carnage and demonstrated India’s capacity to hit back decisively.

EAM Dr S Jaishankar tweets, "A strong affirmation of India-US counter-terrorism cooperation. Eventually, India agreed to stoppage of military action on the request of Pakistan, bringing an end of the strikes. However, the US decision to blacklist the TRF is being hailed as a diplomatic endorsement of India’s narrative and proof of Pakistan’s continued harbouring of terrorist entities.

The international recognition of TRF as a global terror outfit marks a turning point in India’s counterterrorism diplomacy and underscores the success of its coordinated efforts across military and diplomatic fronts.
