In a landmark move, Assam Finance Minister Ajanta Neog presented the state budget for 2025-26 in the Assam Legislative Assembly on March 10, announcing a series of groundbreaking initiatives aimed at leveraging space technology, preserving cultural heritage, and fostering socio-economic development. The budget, hailed as a forward-looking blueprint for the state, includes the launch of Assam’s own satellite, the establishment of an OTT platform, and significant investments in cultural preservation.
Assam to launch its own Satellite, ‘ASSAMSAT’
In a historic step, Assam is set to launch its first dedicated satellite, ‘ASSAMSAT’, in collaboration with the Indian National Space Promotion and Authorisation Center (IN-SPACe) under the Union Ministry of Space. The satellite will play a pivotal role in agriculture, disaster management, infrastructure development, border security, and policing operations. Finance Minister Ajanta Neog emphasized that the initiative aims to ensure a reliable flow of critical data for the effective implementation of socio-economic projects.
The project also seeks to involve college and university students in experimental satellite development, fostering innovation and inspiring young minds. This collaboration with IN-SPACe and the Indian Space Research Organisation (ISRO) positions Assam as a pioneer in harnessing space technology for governance and public service delivery.
Cultural renaissance: OTT platform and heritage initiatives
The Assam government announced plans to establish its own Over-the-Top (OTT) platform to archive and promote Assamese cinema, literature, folk traditions, and documentaries. This initiative aims to safeguard the state’s artistic and cultural heritage while showcasing it on a global stage.
In addition, the budget introduced several cultural initiatives, including:
– A monthly allowance of Rs 1,500 for Udasin Bhakats in Sattras.
– The organisation of Sanskritik Mahasangram, a state-wide cultural competition to nurture young talent.
– A mass recitation of Assam’s State Anthem, ‘O Mur Apunar Desh’, with over one crore citizens expected to participate simultaneously.
– Grand performances of Bodo folk dances, ‘Bagurumba’ and ‘Bordoisila’, for national and international audiences.
Major investments in cultural institutions
The budget allocated substantial funds to key cultural institutions, underscoring the state’s commitment to preserving its rich heritage:
-Srimanta Sankardev Kalakshetra (SSK): A one-time grant of Rs 100 crores, disbursed in two instalments, for advanced research, modern preservation techniques, and documentation initiatives.
-Multipurpose Cultural Complexes: Rs 100 crore for the construction of 20 complexes across districts, each receiving Rs 25 crore to promote the cultural identities of Assam’s indigenous tribes and ethnic groups.
-Majuli Cultural University: Rs 50 crore to enhance educational, research, and cultural programs, aligning with Assam’s vision of strengthening indigenous knowledge systems.
-Madhupur Sattra Preservation: Rs 50 crore for the preservation of Madhupur Sattra in Cooch Behar, with a proposal to the Centre to recognize it as a heritage site.
-Anundoram Borooah Institute of Language, Art and Culture (ABILAC): Rs 50 crore over three years for infrastructure upgrades and advanced research.
