UGC seeks public feedback on Draft Regulations 2025: Comprehensive reforms in higher education standards proposed

The University Grants Commission (UGC) has unveiled the draft of the UGC (Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education) Regulations, 2025. Union Minister for Education Dharmendra Pradhan released the draft UGC Regulations, 2025 and inaugurated a new auditorium.

This document outlines a revised framework for academic recruitment, promotions, and governance in higher education institutions across India. Stakeholders, including educators, administrators, and the general public, are invited to provide feedback, suggestions, and comments to refine the draft before it is implemented. The proposed regulations aim to replace the existing framework established in 2018, introducing stricter benchmarks and addressing the evolving demands of the Indian higher education sector.

The draft applies to all universities established under Central, State, or Provincial Acts and institutions deemed universities under Section 3 of the UGC Act, 1956. Institutions have six months to align their regulations and statutes with these guidelines. The UGC Draft Regulations, 2025, provide a comprehensive framework for the appointment and promotion of academic and administrative staff in higher education institutions (HEIs). These positions include Assistant Professor, Associate Professor, and Professor, as well as library roles like Assistant Librarian, Deputy Librarian, Additional Librarian, and Librarian. In addition, the regulations cover roles in physical education and sports, such as Assistant Director, Deputy Director, Additional Director, and Director of Physical Education and Sports.

Leadership positions, including Principals for colleges and Vice-Chancellors for universities, are also addressed. The framework ensures that all roles meet specific educational qualifications, such as postgraduate degrees, NET/SLET certifications, or Ph.D. degrees, along with the requisite experience and professional achievements.

These measures aim to maintain high standards in teaching, research, and administration, fostering excellence across India’s higher education ecosystem.

The University Grants Commission (UGC) has outlined stringent consequences for higher education institutions (HEIs) that violate the provisions of the Draft UGC Regulations, 2025. These measures aim to maintain high standards in India’s education system and ensure strict adherence to the guidelines. If an HEI is suspected of violating the regulations, the UGC will form an enquiry committee to investigate the matter. The committee will assess the nature and extent of the violations and submit its findings to the Commission.
