NEW DELHI: In a significant step towards reforming higher education in India, the University Grants Commission (UGC) is set to introduce draft regulations that promise greater flexibility and inclusivity in the recruitment of faculty members and academic staff at universities and colleges. These revised norms aim to modernise the existing frameworks and enable institutions to attract highly qualified and multidisciplinary talent.

Prof. M. Jagadesh Kumar, Chairman of the UGC, shared insights about the upcoming changes during a recent interaction. He revealed that the Commission is revising the 2018 regulations on minimum qualifications for the appointment of teachers in universities and colleges. He said that “UGC is currently in the process of revising the current regulations to offer universities and colleges wider opportunities for hiring skilled faculty. The aim is to give institutions the flexibility to recruit individuals with multidisciplinary expertise while upholding academic standards”.

The updated draft regulations, expected to be released soon for public feedback, underscore the UGC’s commitment to fostering a dynamic, diverse, and globally competitive academic environment in India.

The current recruitment framework, governed by the 2018 regulations, has been criticized for its rigidity, which often limits the ability of universities to attract top talent, particularly those with unconventional or interdisciplinary expertise. By revising these norms, the UGC aims to address such limitations and enhance the quality of higher education in India.

The universities should have an open and adaptable approach while hiring faculty members who offer diverse perspectives and specialized skills. These changes will not only benefit faculty recruitment but also help students gain a richer, more diverse learning experience, Prof. Kumar emphasized.

The UGC’s move to modernize faculty recruitment is likely to align with international best practices, where institutions enjoy significant autonomy in hiring decisions. This is expected to bolster the global competitiveness of Indian universities by enabling them to attract and retain top-tier talent.

Furthermore, the emphasis on multidisciplinary education resonates with global trends, where the boundaries between traditional disciplines are increasingly blurred. By integrating this approach into faculty recruitment, Indian universities can better prepare students for the complexities of the modern world.

To ensure that the revised regulations are comprehensive and inclusive, the UGC plans to release the draft norms for public consultation. Feedback from stakeholders, including academicians, administrators, and policymakers, will play a crucial role in shaping the final guidelines.

The proposed changes are expected to have far-reaching implications for the higher education landscape in India:
