Assam witnesses progressive socio-economic changes under CM Himanta Biswa Sarma

The Assam Cabinet, under the leadership of Chief Minister Himanta Biswa Sarma, has introduced a series of progressive initiatives aimed at transforming the state’s socio-economic landscape

Under the leadership of Chief Minister Himanta Biswa Sarma, the Assam Cabinet has taken numerous progressive decisions aimed at transforming the state’s socio-economic landscape. These initiatives not only address immediate concerns but also lay a strong foundation for long-term development across various sectors, including education, power, and governance.
1. Empowering Meritorious Students Through the Banikanta Kakati Merit Award

One of the standout decisions taken by the Assam Cabinet is the introduction of the Banikanta Kakati Merit Award under the Pragyan Bharati Scheme. This initiative, aimed at acknowledging and encouraging academic excellence among Class XII students, involves the distribution of scooters to meritorious students. With a total of 48,673 scooters allocated at a budget of ₹345 crore, the scheme offers significant support to deserving students, easing their transportation woes and enabling them to pursue higher education without logistical barriers.

The scheme sets the eligibility criteria at 60% for girls and 75% for boys in the Class XII exams, highlighting the government’s commitment to gender equity while motivating students to perform well academically. This thoughtful initiative reflects the Assam government’s vision of building a skilled and educated youth, which is critical for the state’s progress and development.

2. Transparency and Accountability: The Assam Public Service Commission Recruitment Scam Inquiry

In a bold move to promote transparency and accountability, the Assam Cabinet addressed the Assam Public Service Commission (APSC) recruitment scam of 2013 and 2014. The recruitment process for the Combined Competitive Examinations (CCE) during these years was marred by severe allegations of corruption. Two One Man Inquiry Commissions, led by Justice (Retd) B.K. Sarma, were established to investigate the irregularities.

The reports submitted by the commissions revealed widespread anomalies, including the manipulation of answer scripts and selection processes. The findings exposed the extent of corruption within the APSC, implicating numerous individuals. In the interest of public transparency, the Assam Cabinet has decided to make these reports public and present them before the Assam Legislative Assembly. This step reflects the government’s commitment to reforming the system and ensuring that such malpractices do not recur.

3. Addressing Energy Demands: Power Procurement from Kalai II Hydro Electric Project

Recognizing the growing energy needs of the state, the Assam Cabinet approved the procurement of 200MW of power from the Kalai II Hydro Electric Project, managed by Tehri Hydro Development Corporation Limited (THDCIL). The Assam Power Distribution Company Limited (APDCL) will purchase power at a levelized tariff of ₹5.46 per unit, which is lower than the average power purchase rate of the previous financial year.

This decision is expected to significantly boost Assam’s energy capacity while also fulfilling the state’s renewable power purchase obligations. The Cabinet’s proactive stance in addressing energy demands is crucial for supporting Assam’s rapidly growing industries and infrastructure projects.

4. Enhancing Governance: Launch of Co-Districts

In a move aimed at improving administrative efficiency, the Assam Cabinet approved the launch of Sub-districts at the district level, which will be overseen by an Additional District Commissioner. From October 4, 2024, these Sub-districts will be renamed as Co-Districts, reflecting the increased responsibilities and powers assigned to the officials leading them.

This administrative restructuring aims to bring governance closer to the people, with Co-District Commissioners ensuring more localized and responsive management. The creation of Co-Districts is expected to enhance the overall effectiveness of governance, particularly in rural and remote areas, thereby contributing to the state’s long-term development.

5. Water Supply Scheme for Tata Semiconductor Plant at Jagiroad

The Tata Semiconductor Assembly and Testing (TSAT) plant at Jagiroad is set to receive a dedicated water supply system, following the Cabinet’s approval of a ₹121.36 crore project. The Public Health Engineering Department (PHED) will execute the project, ensuring a 24/7 water supply for both industrial and residential needs. With water sourced from the Kapili River at a capacity of 12.5 million litres per day, the scheme is expected to be completed by July 2025, enabling seamless operations at the facility.

The decisions taken by the Assam Cabinet under the leadership of Hon’ble Chief Minister Himanta Biswa Sarma demonstrate the government’s forward-thinking approach and its commitment to addressing key challenges in education, governance, and infrastructure. By focusing on transparency, empowerment, and efficient administration, the Cabinet’s initiatives are steering Assam toward a more prosperous and inclusive future.
