A recent controversy has ignited widespread debate by drawing parallels between the political strategies employed by the Indian National Developmental Inclusive Alliance (I.N.D.I Alliance) in the run-up to the 2024 general elections and the strategic framework laid out by the now-banned Popular Front of India (PFI) in their Vision 2047 document.

The startling similarities, particularly in the approach toward garnering support from marginalised communities, have led to speculation about the possible influence of PFI’s controversial plans on mainstream political tactics. While the statements does not assert direct collusion, it raises critical questions about the alignment of political strategies with those of extremist visions, especially in a democratic and secular society like India.

Ideological Foundations

PFI: Known for its radical Islamist views, the PFI has been criticised for promoting extremist ideologies and fostering religious discord. Its activities and statements often spark controversy and concern about its impact on national unity.

I.N.D.I Alliance: The I.N.D.I Alliance, historically a major player in Indian politics, promotes secularism and inclusive governance. However, it has faced criticism for its policies and political strategies, leading to varying perceptions among different sections of society.

Both entities have been involved in public controversies. The PFI’s involvement in extremist activities contrasts with the I.N.D.I Alliance’s secular stance, yet both have faced scrutiny and debate over their roles in shaping societal and political dynamics.

The controversy traces its roots back to July 2022, when Bihar Police, during a raid on a PFI office, uncovered an eight-page document titled “India Vision 2047.” This document reportedly served as an action plan for transforming India into an Islamic state by the year 2047.

The document is divided into four key sections:

Vision: An outline of PFI’s long-term goal of establishing an Islamic state in India by 2047.

Current Situation of Muslims in India: An analysis of the socio-political status of Muslims, highlighting grievances and perceived marginalisation.

Actionable Points: Specific strategies to mobilise Muslim communities, create alliances, and weaken opposition forces.

Plan of Action: A detailed strategy for achieving the vision, including forming alliances with SC/ST/OBC communities to secure political power.

The crux of the controversy lies in the fourth section—Plan of Action. According to the document, PFI envisioned forming close alliances with Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) to build a broad electoral base capable of challenging and ultimately defeating the dominant political forces in India. The document suggests that by aligning with these communities, traditionally marginalised and often at odds with the upper-caste dominated political spectrum, the PFI could carve out a significant influence in Indian politics.

The strategy is merily similar to the political maneuvering seen in the I.N.D.I Alliance’s 2024 election campaign, where the alliance has prominently featured its PDA (Pichda, Dalit, Alpasankhyak) strategy. In this framework, “Pichda” represents the OBCs, “Dalit” refers to SC/STs, and “Alpasankhyak” stands for Muslims. The PDA strategy has been a cornerstone of the I.N.D.I Alliance’s outreach, aiming to unify these communities under a common political umbrella.

Dividing the Opposition

A significant part of the Vision 2047 document reportedly focuses on creating a rift between the Rashtriya Swayamsevak Sangh (RSS) and the SC/ST/OBC communities. The strategy involves projecting the RSS as an organisation that primarily serves the interests of upper-caste Hindus, thereby alienating SC/ST/OBC groups and driving them toward an alternative political alliance. The debate suggests that a similar narrative has been propagated by the I.N.D.I Alliance, which has consistently accused the Bharatiya Janata Party (BJP) and its ideological parent, the RSS, of neglecting the interests of lower castes and minorities in favor of a privileged few.

By positioning the BJP as a party that prioritises the rights and privileges of upper-caste Hindus, the I.N.D.I Alliance has sought to weaken the traditional support base of the BJP among OBC and SC/ST communities. This narrative, aligns closely with the PFI’s strategy to disrupt the social and political cohesion of the RSS-BJP combine.

Another critical component of the Vision 2047 document is the suggested use of national symbols and iconic figures to gain the trust of OBC and SC/ST communities. The document allegedly advises leveraging figures like Dr B R Ambedkar and symbols like the Indian Constitution and National Flag to create a façade of inclusivity while concealing the ultimate goal of establishing an Islamic state.

The I.N.D.I Alliance’s campaign strategy for the 2024 elections has prominently featured Dr Ambedkar, the architect of the Indian Constitution, as a symbol of social justice and empowerment for marginalised communities. The Constitution, frequently invoked in their speeches and manifestos, has been positioned as a sacred document that must be protected from alleged attempts by the BJP to undermine its secular and democratic ethos. This tactic, is strikingly similar to the approach recommended in the PFI’s Vision 2047 document.

The ban on PFI and the spread of its ideology

On September 28, 2022, the Modi Government officially banned the PFI, citing its involvement in anti-national activities and its alleged role in fomenting communal tensions. The ban was a decisive move aimed at curtailing the influence of what was perceived as a radical Islamist organisation with dangerous ambitions for India’s future. However, concerns are raised that despite the ban, the strategies and ideas outlined in the Vision 2047 document had already begun to take root in certain sections of society, possibly influencing political strategies beyond the PFI’s immediate reach.

The timing of the ban, just months before the I.N.D.I Alliance began ramping up its campaign for the 2024 elections, adds another layer of intrigue to the controversy. While there is no direct evidence to suggest that the INDI Alliance’s strategies are derived from or influenced by the PFI’s document, the similarities have sparked a debate about the potential ideological underpinnings of contemporary political strategies.

The idea that a mainstream political alliance might be employing strategies similar to those outlined by a banned extremist organisation is both alarming and contentious. A cautionary note reminds the I.N.D.I Alliance of the ultimate goal stated in the PFI’s Vision 2047 document—to establish an Islamic state and replace the current Constitution with one based on Islamic principles. This warning highlights the potential dire consequences for the very communities the I.N.D.I Alliance claims to champion, particularly the SC/ST/OBC groups.
