Smriti Irani approves grant from Nirbhaya Fund for boosting security at women’s hostels in Delhi University

Ahead of International Women’s Day, the Union Minister, Smriti Irani,  announced a substantial grant from the Nirbhaya Fund for the establishment and enhancement of women’s hostels. The aim is to ensure the safety and well-being of female students in Delhi University (DU). The announcement was made during an interaction with around 5000 girl students and signals a proactive approach to address the issues related to the safety of women in educational institutions on March 7.

Delhi University, being one of the top-tier educational institutions in India, has been wrestling with issues related to the safety of its female students for a long time. Female students, both within and outside the campus, have faced incidents of harassment and assault. This has highlighted the urgent need for taking comprehensive measures in order to create a secure space for women who are pursuing higher education in India. The announcement of the Nirbhaya Fund grant by Smriti Irani is considered a vital step in addressing such issues/ concerns with the aim of fostering an environment that encourages females to pursue their academic goals without any fear.

Background of the Nirbhaya Fund

The Nirbhaya Fund was created in the aftermath of the Delhi gang-rape case 2012, where a young woman (referred to as Nirbhaya) was the victim of a brutal physical and mental assault. During that time, the incident sparked nationwide outrage, and the public went vocal and demanded stricter laws and measures for the safety of women in Delhi and across India. In response to the outrage, the Indian government decided to set up the Nirbhaya Fund in order to finance the initiatives or programmes that aimed at increasing the safety and security of women in India.

Allocation of Funds for Women’s Hostels

Within Delhi University, the Nirbhaya Fund grant will specifically be allocated to the establishment and improvement of women’s hostels. As we know, hostels play a crucial role in the student experience by providing a safe home away from home. To calculate the effectiveness of the measures taken, regular coordination meetings and feedback mechanisms will also be established to make necessary adjustments based on evolving needs.

Safety and security is one of the major criterias for young women and their families while selecting an institution for education, and hence it is considered that the fund grant will create a positive impact on female students who enroll in Delhi University. The roadmap is clear in terms that adequate training for security personnel, continuous monitoring of the infrastructure, and periodic assessment and re-evaluation of safety protocols. Additionally, it will be the responsibility of the government to remain responsive to dynamic safety concerns and formulate new strategies accordingly.
