Everyone is astonished by the election 2024 promise to pay Rs. 5,000 for each family in the state of Andhra Pradesh by the National Congress party chief Malikarjun Kharge. Can anybody trust the fake promise of the Congress Guarantee that can’t be adhered to, which costs the state exchequer exclusively for this programme alone at Rs. 54000 crore per annum, and where are the funds to implement it?

As of now, Chief Minister YS Jagan led YSRCP Government ruined the State for his unproductive expenditure (Present AP Congress party head YS Sharmila also equally responsible since She was the Star campaigner for YS Jagan’s led YSRCP in 2019 Elections) and Now YS Sharmila has stepped in the shoes of the Congress due to the family property sharing issues between the son and daughter of YS Rajasekhar Reddy and Vijayamma.

Whereas the Congress has been continuing its betrayal on Andhra Pradesh to bankrupt the State by continuing YS Jagan’s modes operandi in the administration, as the Congress party and YSRCP are both sides of the same coin in the State of Andhra Pradesh. We can recognise the  BPL families in Andhra Pradesh as per the Union Government’s Gareeb Kalyan Anna Yojana program are 90 lakh families consisting of 2.67 crore individuals.

A) Congress Fake Guarantee (Promise) : Rs 5000 per Family per month as declared by the Congress party National President:

Monthly Outlay required for this programme: 9000000 x 5000 = 4,500 Crores per month. Yearly Outlay required for this programme: 4500 Cr x 12 = 54000 Crores per annum.

B) Modi Trusted Guarantee (Reality) already at present availing in Andhra Pradesh :

1. Gareeb Kalyan Anna Yojana & NFSA: In “Gareeb Kalyan Anna Yojana” 5 KG rice per month for 2.67 crore individuals of the 90 lakh BPL families have benefitted in Andhra Pradesh since April, 2020 to date, and this scheme has been extended for the next 5 years for the benefit of the poor families by the Union Cabinet with the concept of the Antyodaya, it costs around Rs. 4000 Crores Per annum. In addition to this, the Food Security Subsidy, including NFSA tax costs of Rs. 16000 crore per annum has been incurring as expenditure on Food subsidies for the state of Andhra Pradesh, in addition to the Gareeb Kalyan Anna Yojana. Hence, the total food Security expenditure for Narendra Modi led Union Government is Rs. 20,000 crore per annum, solely for Andhra Pradesh.

2. PMAY Housing: Housing for poor under PMAY Urban 21.32 Lakhs houses and PMAY Rural 2.47 Lakhs houses sanctioned by the Narendra Modi led Union Government exclusively for the State of Andhra Pradesh out of 3 Crore houses sanctioned for the entire country.

3. Har Ghar Jal (Jal Jeevan Mission) for Rural house holds and AMRUT scheme for Urban Local bodies: Narendra Modi led Union Government has been providing the Rural Safe Drinking Water With Tap under Jal Jeevan Mission. As far as Andhra Pradesh is concerned, total Rural House holds in AP : 95.45 Lakhs and in which  total Houses connected with water taps : 69.81 Lakhs as it was 32.50 Lakhs only on August 15, 2019. Apart from this, AMRUT Scheme for Urban Local bodies for the secure water, Sewer connection, Strom water drainage projects, Green space and LED lights have been implemented by the Narendra Modi led Union Government. Funds allocated under this scheme in Phase 1 for Rs. 2637 Crores and in Phase 2 for Rs. 3158 Crores with 50:50 ratio by the Central and State Governments.

4. Ayushman Bharat: It has been implementing for the health security of the BPL Families by the Narendra Modi led Union Government. Till now, total 1.54 Crore Ayushan Bharat Cards have been created till with network hospitals of 2,352 in Andhra Pradesh for obtaining benefit of Rs. 5 Lack health insurance coverage per family.

5. Kisan Samman Nidhi: As per the decision of Narendra Modi led Union Government, Nearly 50 Lakhs farmers families have been getting benefit for Rs. 6000/- per annum consists of 3 equal instalments for Rs 2,000/- in the year under Kissan Samman Nidhi as input subsidy.

6. For the assistance of the farmers, Fertiliser subsidy : Rs. 15240 Crores on had given by the Union Government for Andhra Pradesh alone for the year 2022 – 23 and it was Rs. 4.500 Crores only in the year 2014 – 15, subsidy for  each bag of fertilizer burden is Rs. 2000/- has been providing by the Union Government.

7. PM Viswa Karma: This scheme has been implemented by the PM Narendra Modi led Union Government with 13,000 Crores budget for the benefit of Artisan and hand crafts workers that who carry the activities in 13 specialised hand works by assisting for Rs 15000  for procuring the tools for their hand works with the free training for upgrade their skills. Apart from that Bank loans up to 1 Lakh in the first phase with 5% interest to setup the own enterprises and extend the Bank loan to 2 Lakhs in the second phase for their self reliant life. It has been noticed that 1.25 Lack registrations have been completed in the State of Andhra Pradesh so far for Tailors, masons, carpenters, barbers and basket weavers etc. applied for skill support

8. PM Svanidhi : Under this scheme, nearly 4 Lack street vendors have been benefiting in the State of Andhra Pradesh for Rs. 10,000, Rs. 20000 and Rs. 50,000 in phase 1, phase 2 and phase 3 respectively for their working capital needs at 4 per cent interest rate and repayment incentive together.

9. Lakhpati Didis: Andhra Pradesh stands first in the country for Women SHG members earning minimum 1 Lakh and maximum 1 Crore per annum to become the “Lakhpati Didi’s” with 13.65 Lakh women.

10.  Jan Dhan Accounts – DBT:  Total 1.19 Crore families have been opened the PM Jan Dhan Yojana accounts in Andhra Pradesh. Union Government has been disbursed for Rs. 35 Lack Crore as DBT by transferring to  all the 50 Crore  beneficiaries from 12 Crore families  in the country, in which at least 2.75 Lack Crore funds were transferred to the beneficiaries in the Andhra Pradesh alone.

Above data with fully loaded facts that already happened as “Trusted Modi’s Guarantee” for the welfare of the poor and needed in the State of Andhra Pradesh with the true spirit of Antyodaya for the “Vikasit Andhra Pradesh”. On the other hand, Congress Fake Guarantee is promise for betraying the people of Andhra Pradesh again like United Andhra Pradesh bifurcation in unscientific manner and lacuna in the provisions of the Schedule XIII in the AP Reorganisation Act with the conditions of “Feasibility Study” for the Projects and Infrastructure facilities set up in the Andhra Pradesh after bifurcation. Finally, Congress always thinks Andhra Pradesh as the “ Residuary State “, But BJP intends to make the Andhra Pradesh as the major part in the “Viksit Bharat”.

Finally, Modi mark Finance and Economy tries to learn the people for catching the fish, but doesn’t gift the fish at free of cost every day. It means, Narendra Modi led union government initially allows welfare schemes on the need basis with the empowerment for BPL families to earn by themselves Rs. 15,000 per month to become them as self reliant with the schemes like Gareeb Kalyan Anna Yojana, PMAY, Ayushman Bharat, Jal Jeevan Mission, Kisan Samman Nidhi,  PM Svanidhi, PM Vishwakarma and encouraging Micro business entrepreneurs in all sectors rather than distributing Rs. 5,000/- per month to make burden on government exchequer permanently.
