The Yogi Adityanath-led Uttar Pradesh Government has formed a 12-member committee to change the current Uttar Pradesh Education Services Selection Commission Act-2019 and create a single recruitment board for all teaching schools in the state.
The new commission will appoint teachers and principals for various institutions, including basic, technical, and vocational education departments and higher education. The move is carried out per the directions from Sudhir M Bobde, additional chief secretary (higher education).
While confirming the move, a senior state education department said that the new commission would be established for selecting and recruiting teachers and principals for institutions working under the state higher education department to secondary, basic, technical, and vocational education departments, including minority welfare and waqf department. The main point is all this recruitment will be done under a single body.
Currently, UP Basic Shiksha Parishad recruits teachers in government primary schools. At the same time, the Uttar Pradesh Public Service Commission recruits teachers and principals in government secondary schools and institutions of social welfare departments.
For government-aided secondary schools, the recruitment is conducted by UP Secondary Education Service Selection Board and for government-aided degree colleges, the UP Higher Education Service Selection Commission will recruit teachers and principals.
However, there would be a single body conducting the recruitment now. The draft of the new commission bill, including amendments and new provisions, will be prepared in both Hindi and English under the directives received in the meetings held on June 4 and December 17, 2020, as well as the presentations held on January 3, March 15, and April 4, 2023, in front of Chief Minister Yogi Adityanath. A comparison will be made between the new draft and the current Act.
The panel will consist of 12 members, and on May 2, Bhagwati Singh, Joint director (secondary education), was appointed as the member secretary. The panel has members from various departments: Satya Prakash, secretary (Uttar Pradesh Higher Education Service Commission); BL Sharma, assistant director (Directorate of Higher Education); Naval Kishore, deputy secretary (Uttar Pradesh Secondary Education Services Selection Board); Ganesh Kumar, joint education director (basic), Anil Bhushan Chaturvedi, secretary (Examination Regulatory Authority, UP), Neeraj Kumar and Man Pal Singh, additional directors (training and employment directorate), Sheshnath Pandey, joint director (minority welfare department), Jagmohan Singh, registrar (Madrasa Education Board) including Lalji Patel and RK Srivastava, deputy directors of technical education.
Last month, CM Yogi Adityanath said, “Uttar Pradesh Teacher Eligibility Test (UPTET) should also be conducted through this new commission. It should be ensured that UPTET is held on time. Recruitment of teachers in non-government aided madrasas and minority educational institutions will be done through the new commission only,” while announcing the formation of the new commission.
Yogi Adityanath said, “The Uttar Pradesh Education Service Selection Commission will be formed as a corporate and integrated body of teachers’ selection commissions. This integrated commission will prove to be useful in ensuring time-bound selection process, better utilisation of human resources and financial discipline.”
“The new commission will be given the form of an autonomous corporate body. Guidelines regarding direct recruitment of teachers will be made by the commission. In relation to the appointment of teachers after completing the process of selection through selection test, interview, etc, recommendations should be made to the appointing authority for the appointment of candidates,” he said.
