In a boost to the Drone industry, Scindia releases Draft Drone Rules

New Delhi: The new rules eliminated several authorizations and certifications to make it a business-friendly single window system.

 

On Thursday, July 15, the central government announced the Draft Drone Rules, 2021, which aims to regulate the use of unmanned aerial vehicles in the country.

 

"It is upon us to ride on the new wave…..," said the new Civil Aviation Minister Jyotiraditya Scindia.

 

The rules, once notified, will replace the Unmanned Aircraft System Rules.

 

The Civil Aviation ministry has sought the response of citizens on the draft policy by August 5.

 

The rules aim to create a digital sky platform as a business-friendly single-window online system.

 

“In a major fillip to the drone industry, I am happy to present the Draft Drone Rules 2021 that mark a stark shift from the earlier UAS Rules," tweeted Mr. Scindia.

 

He also said several approvals have been "abolished and processes made easier" and added that the number of forms reduced from 25 to 5 and yellow zone areas reduced from 45 km to 12 km from the airport perimeter and, there would be no flight permission required up to 400 ft in green zones.

 

“Drones are bringing the next big tech revolution around the globe with reduced costs, resources, and time is taken for operations. It is upon us to ride on the new wave and facilitate its uptake, especially among our Startups. Way to go,” Scindia said.

 

The government says the proposed new rules on drones were framed “on a premise of trust, self-certification, and non-intrusive monitoring.”

 

The draft rules have eliminated several authorizations, including unique authorization number, unique prototype identification number, certificate of conformance, certificate of maintenance, and import clearance.

 

Under the new policy, no security clearance would be required before any registration or license issuance, there would be an easy process for transfer and deregistration of drones, and no pilot license required for micro drones (for non-commercial use), nano drones, and R&D organizations, the new Minister said.
