The government uses various incentives to promote the two-child norm. Couple with over two children to be ineligible to contest local body polls.

Couples with over two children to be deprived of benefits under government schemes in Uttar Pradesh. It would also make them ineligible to contest any local body polls.

The Uttar Pradesh State Law Commission put out the ‘UP Population (Control, Stabilization, and Welfare) Bill,2021’ draft for public opinion by July 19.

Further incentivizing population control, the bill proposes additional benefits for couples who opt for one child. The child would get free medical facilities and free insurance coverage until the age of 20.

Government employees opting for a single child would be eligible for additional increments in their service period and would get 12 months maternity/paternity leave with full pay.

And those government employees in contravention of the two-child norm may face dismissal from the service.

Once the bill has been passed and published in the Gazette, it will come into force a year from the Gazette publication date.

Earlier, Chief Minister Yogi Adityanath had said controlling the population was urgently needed as it puts a strain on the limited resources.

The chief minister is expected to comment on the draft on Saturday (July 10).
