Home Minister Amit Shah addressed the valedictory session of the 47th All-India Police Science Congress (AIPSC) in Lucknow and said that the central government will be building a Central police university where students will get professional education in policing. In states which do not have a police university, colleges affiliated to the central university will be opened he said.

Union home ministry had announced plans to open a state-of-the-art police university in Greater Noida earlier this year. The need for such a university arose to tackle modern-day policing challenges. The national university for policing will help in improving police personnel training, skills, research and also policy making with regard to policing in India. Students after class 10 can learn about law, forensic science, communications, the Constitution and Police and coordination for creation of a specialized force in the university.

Amit Shah also said that in order to become a $5 trillion economy, internal security is of paramount importance. AIPSC is an important platform for brainstorming & adopting new practices in the field of Policing. As India is a multi-lingual and multi-cultural nation, enemy forces always try to take advantage of this diversity. He underlined that such attempts must be dealt with strongly. He said that internal security in the 21st century cannot become fool proof unless all the State Governments work in coordination with the Central Government.

Speaking about the measures taken by the central government headed by PM Modi in terms of bolstering internal security, Home Minister said that the Central Government has taken several steps like upgrading in the NIA Act to meet new challenges, changes brought in Arms Act, Narcotics Act and making IPC and CrPC reflect the realities of the modern age.

He said that IPC and CrPC were enacted during the British rule to secure its empire but a free country like India must change its priority for a better future.

Amit Shah said that measures like country-wide NRC and Citizenship (Amendment) Bill can be implemented with effective coordination between the Central and State security apparatus. This will immensely aid in ensuring internal security in the country and tackling the menace of illegal immigration.

While mentioning the setting up of the Cental ‘Raksha Shakti’ university, he also outlined the vision to establish a National Forensic Science University, with an affiliated college in each State and forensic science lab in each district, to make prosecution and conviction more effective as the rate of conviction in the country is at a pitiable level.

The Home Minister praised the police for maintenance of effective law and order situation after abrogation of Article 370 and the Supreme Court verdict on Ram Mandir.
