News Round-up : Implement Forest Rights, PESA: Kalyan Ashram
Akhil Bharatiya Vanvasi Kalyan Ashram on October 26 urged the Central government to implement the Forest Rights Act, 2006 across the country including the protected areas like national parks and the wildlife sanctuaries besides all the seven states of North-East. The Kalyan Ashram said several State governments are avoiding its implementation in these areas.
A delegation of Kalyan Ashram called on the Union Home Minister Rajnath Singh, Tribal Affairs Minister Jual Oram, Chairman, National Commission for Scheduled Tribes Dr Rameshwar Oraon and the Minister of State (MoS) in the Ministry of Environment & Forest Prakash Javadekar who assured to look into the issues raised in the memorandum.
The Kalyan Ashram also demanded enactment of a new Indian Forest Act (IFA) scrapping the imperial legislation of the IFA, 1927 which has been irrelevant after enactments of the FRA 2006, Forest Conservation Act 1980, Biodiversity Act 2000, Wildlife Protection Act 1972 and the PESA Act 1996.
The memorandum said the Panchayats (Extension to the Scheduled Areas), better known as the PESA, Act, 1996 has mandated 29 powers to the Village Panchayats and the Gram Sabhas in the Scheduled Areas (SA); but most of the 10 SA states are yet to do so. The Kalyan Ashram demanded to introduce the system of a separate Annual Conference of Governors and CMs of these ten states so that effective implementation of the PESA Act can be accelerated. These ten SA states are Gujarat, Rajasthan, Madhya Pradesh, Chhattisgarh, Maharashtra, Andhra Pradesh, Telengana, Himachal Pradesh, Jharkhand and Odisha. Working president of Kreeda Bharati and former RSS Akhil Bharatiya Sharirik Pramukh Laxmanrao Pardikar died in a car accident when he was going to Chhindawara from Nagpur to attend national executive meeting of Kreeda Bharati. He was 70. He held various responsibilities in Vidarbha and Nagpur during the last 50 years. He was also Sanghachalak of Nagpur for some time. He was also president of Dr Hedgewar Smarak Samiti Nagpur and Jankalyan Samiti (Village reforms). He played the key role in expanding the Kreeda Bharati work across the country. He was instrumental in starting Jijamata Puraskar by Kreeda Bharati.
In their tribute Sarsanghachalak Shri Mohan Bhagwat, Sarkaryavah Shri Bhaiyaji Joshi, Sahsarkaryavahs Shri Dattatreya Hosabale, Dr Krishna Gopal and Shri V Bhagaiah said whatever responsibility was given to Laxmanraoji he fulfilled that with full commitment and responsibility. Speaking at a condolence meeting held in Nagpur on October 26 Nagpur Kreeda Bharati president and former cricketer Shri Chetan Chauhan said in the death of Laxamnrao Pardikar, not only Krida Bharati lost its moving spirit and a father figure, but the mission of RSS also suffered an irreparable loss. Natioanl Secretary of Kreeda Bharati Rajiv Chaudhary, RSS Vidarbha Prant Sah Sanghchalak Ram Harkare, Nagpur Mahanager Sanghchalak Rajesh Loya, Sah Sanghchalak Shridhar Gadge were prominently present.

Countrywide celebration of Vijayadashami
Sangh swayamsevaks across the country celebrated Vijayadashami on October 22. Senior Sangh adhikaris addressed the swayamsevaks in different parts. Addressing a function in Itanagar (Arunachal Pradesh) on October 23, RSS Sahsarkaryavah Shri V Bhagaiah said the message of Vijayadashmi is to win over the evil and establish righteousness on the earth. He said Bharat as an ancient country of great civilisation has a role to play inside and outside its geographic boundaries. He said some forces inside the country are trying to block the path of Bharat becoming Vishwaguru. He applauded the work of organic farming in Arunachal Pradesh and said it would pave way for export of organic products all over the world. Prior to his speech, Naharlagun township of Itanagar witnessed a magnificent route march by uniformed swayamsevaks.
In Delhi, pathsanchalan were organised at various places. In Jhandewalan Vibhag, RSS Sahsarkaryavah Dr Krishna Gopal addressed the swayamsevaks. In Krishna Murari Zilla of Uttari Vibhag, Delhi Prant Sewa Pramukh Shri Mukesh appealed to the swayamsevaks to work for eliminating the evil forces, as was done by Sri Ram killing Ravan. Swayamsevaks from Swarup Nagar, Burari, Adarsha Nagar, Ravidas Nagar, Keshav Nagar and Bakhtavarpur attended the function in Uttari Vibhag. Prior to the function shastrapujan was performed. Founder of City Hospital, Burari, Dr Kuldip Kumar, Uttari Vibhag Sanghachalak Shri Satyanarayan Bandhu were also present on the occasion.
In Jaipur, many functions were held on October 22. The main function was addressed by RSS Akhil Bharatiya Sah Sewa Pramukh Ajit Mohapatra. Advisor to the Rajasthan Public Service Commission Shri Kanhaiyalal presided over the function. Before the pathsanchalan, shastrapujan was held in the city at 21 places.
In Bundi also a function was held at the Ranger Community Centre. In Banda (Uttar Pradesh), the shastrapujan was performed under the leadership of Archana Mishra, Prant general secretary of Hindu Jagran Manch. In Moradabad, shastrapujan was held at seven places.
In Faridabad, Haryana, shastrapujan was held at 24 places. In Dehradun, Uttarakhand, the Sewa Bharati opened a women tailoring training centre at Narayan Muni Shishu Mandir on October 25. n
LUB persuades MCDs to remove Factory Licences
Delhi unit of Laghu Udyog Bharati got a big achievement when it persuaded all the three MCDs to end factory licences in Delhi. The LUB had been fighting against it for a long time. As per the provision of Delhi Municipal Corporation Act, every factory in Delhi had to obtain a factory licence from MCD since 1957. At that time it might have some relevance as there was no any separate industrial area in Delhi and supply of power and water was also controlled by MCD. It had become quite irrelevant latter on as the industrial scenario and the concerned laws had been changed completely but the provision continued as a ruminant of bygone era. Delhi has above 1.5 lakh industrial units but MCD could issue only 21,321 factory licences during the last 58 years and out of it only 4,484 licences could be renewed so far. The entrepreneurs of Delhi were very much harassed by this provision due to complicated and unnecessary formalities of it for a long time. n
BMS welcomes no interview policy for non-gazetted posts
Bharatiya Mazdoor Sangh (BMS) welcomed the Central government’s decision to remove interviews for non-gazetted posts. It urged the government to start recruitment in the Central government and also make the people permanent who are working on the posts of permanent nature as contract worker for the last 20 years. Talking to Organiser BMS north zone organising secretary Shri Pawan Kumar also drew the attention of the government to start appointments in the banking sector on compensatory grounds.
