THE entry of Bharatiya nationals and foreigners are restricted in certain states and parts thereof in NE region under three restrictive regimes which are dealt with by the Foreigners Division of Home Ministry. These are:-
Inner Line Permit (ILP):- Inner Line Permit is required for Bharatiya nationals to enter in Arunachal Pradesh, Nagaland and Mizoram issued under Bengal Eastern Frontier Regulation 1873. This was imposed by the British invaders to regulate the movements of people of Inner lines areas going in Assam and to control the business. In Independent Bharatvarsh, the ILP system is reversed. Now, it regulates the entry of genuine Bharatiya citizens while the people of ILP areas are free to move and settle through out the country. It is being misused to harass genuine Bharatiya citizens while Bangladeshi Muslims are in bee line through porous border and they are settling everywhere posing danger to sovereignty of this country. Nagaland and Mizoram are glaring example where terrorism has become order of the day and church plays the role of master instigator against genuine citizens of the country. Slowly and gradually Arunachal is also advancing on the path of Nagaland and Mizoram and church is spreading fasts in this border state. ILP is being used as a tool to demand secession.
Protected area Permit (PAP):- Under the Foreigners (Protected Areas) Order 1958 issued under the Foreigner Act 1946, all areas falling between the ‘Inner Line’ as defined by Home Ministry and the international border of the state have been declared as protected Area. Every foreigner excepts a citizen of Bhutan entering in the protected or Restricted areas is required to obtain PAP from Home Ministry.
Protected Areas presently are whole of Arunachal Pradesh, Manipur, Mizoram, Nagaland and Sikkim.
Restricted Area Permit (RAP):- Under the foreigners (Restricted Areas) Order 1963, no foreigner can enter in the restricted areas without obtaining RAP from Home Ministry. This is applicable to part of Sikkim. The PAP and RAP put restrictions on foreigner’s visit and that is why the Government of Nagaland wishes to lift both of it so that foreigners can come and go and the Naga militants continue to get their support. But they never demand ILP to be lifted because it is used as instrument for secession and terrorism.
Demand of ILP in Manipur:- There are almost 35 terrorist organisations in Manipur. Again, these insurgent organisations have their crypto- militants in various NGOs and civil organisations. Human Rights organisations are best for terrorists to use them as shield. Crypto – terrorists are also found in various political organisations as well who influence policies in favour of terrorism and secession. The Church signboards, Islamic modules and Communist outfits are to name a few. Their roots are embedded in China, USA, UK, Bangladesh, Pakistan, Vatican and other foreign countries. Conversion to Christianity, Islamisation and Dehinduisation and Denationalisation programme of all these anti-national forces are very rapid. These secessionist forces have their link – men in Delhi too. Their supporters are reportedly in Parliament as well. The media in Manipur is hijacked. They are compelled to publish what militants desire. Even editorial columns and feature articles in middle pages are biased and misleading. Historical facts and figures are distorted, very often concocted. These are tutored by their foreign masters. The political leaders of national and regional parties – ruling or opposition, have hey day in swindling government moneys. And civil society is in miserable and pathetic condition. As a result, the civil society of Manipur is under seize of these terrorist elements. The freedom of speech, freedom of expression, freedom of movement and liberty to live a peaceful life have been trampled by terrorists and crypto-terrorists. No human rights for Manipuris. These anti-national elements active in Manipur propagate and projects themselves as saviour of Manipur by giving attractive and alluring slogans as Naga militants do in Nagaland.
People know this fact but they are compelled to bear the brunt in silence. Otherwise, they are silenced forever. As an additional and an advanced step, the demand of ILP in Manipur against the outsiders (mind-not against Bangladeshi Muslims but against the people from other parts of the country) are put forth by Co-ordination Committee (CorCom) of seven valley based terrorist outfits- (i) Kangleipak Communist Party (KCP) (ii) Kanglei Yawol Kanba Lup (KYKL) (iii) Revolutionary People’s Front (RPF) – the military wing of PLA (iv) People’s Revolutionary Party of Kangleipak (PREPAK) (v) PREPAK(P) (vi) United National Liberation Front (UNLF) (vii) UPPK.The demand of CorCom is being advanced by Federation of Regional Indigenous Societies (FRIENDS) led by its advisor Kakchingtabam Bihari Sharma and president Jadumani Sapamcha. There is another organisation – Joint Committee on ILP System giving statements in media in support of ILP. If thoroughly investigated, their roots will be found embeded in CorCom.
