Last year the ABVP carried out a fee structure survey in professional courses. It was mainly done in engineering, medical, dental and management colleges. The survey revealed that the poor students are being deprived of higher education due to higher fees and different type of exploitations in the professional courses. The survey report was released in New Delhi by ABVP general secretary Umesh Dutta and national secretary Shreerang Kulkarni.

“The students in government engineering college of Gujarat have to pay a fees of
Rs 2,500 whereas the students in government engineering college of Punjab have to pay as high as Rs 83,000 fee. Many such eye-opening facts have been gathered in the report,” said Shri Umesh Datt saying that the report would be given to the ministers and bureaucrats concerned.

After the survey the ABVP demanded that Central and State legislations should be enacted to curb the commercialisation of professional education. A regulatory body should also be constituted to look into the matters like seat sharing and fee structure. Single window admissions should be followed and a state level common entrance test must be framed in every State. Government should take measures to open more of government medical, engineering, dental and management colleges based on the manpower survey.

The report also said that the provision of AICTE to allocate 5 per cent seats (over and above) to economically backward students should be made mandatory. The Government should ensure transparency in every act of private aided government professional colleges so as to avoid malpractices and exploitations. Wherever and whenever the violations of triple principles of fairness, transparency and no exploitation are violated by the CET conducted private professional education institutions, such CETs should be taken over by the respective State government as envisaged in the Inamdar judgment.

The ABVP said the definition of aided institution should include any kind of help, support, subsidy or promotion by the State government. For example:- It shall include facilities such as the land provided by the government at the lower rates, the water supply, the electricity at non commercial rates, etc.
