The 55th national convention of Akhil Bharatiya Vidyarthi Parishad that met in Una, Himachal Pradesh, from October 30 to November 1, demanded the central government to implement the Unique Identity Card Scheme only after updating the National Citizen’s Register based on 1951 census or 1952 voter list. “The ABVP is not against the Unique Identity Card Scheme and recognises its benefits for citizens but it considers that it is extremely necessary to ensure that under no circumstances illegal infiltrators who are the enemies of the country’s development, unity and integrity, be allowed to benefit from the scheme. The ABVP is of the opinion that it is not in the national interest that in any part of the country the work of preparing and disbursing UID cards be done without updating the NCR of that area,” said a resolution adopted at the convention.
It is to be noted that the central government has set up the Unique Identification Authority of India (UIAI) to issue multi-purpose special identity cards to all Indians. The Authority plans to issue identity cards to all citizens within three years. The ABVP feels that if the cards are issued without updating the NCR the three crore Bangladeshi infiltrators may take undue advantage of the scheme. “The ABVP is apprehensive about the identity cards scheme because in a sensitive state like Orissa the six coastal districts chosen for initial rolling out of the scheme are those which have large number of infiltrators. If this card is disbursed to all the people residing there, it will not be possible to prevent the infiltrators from taking advantage of the scheme,” the resolution added.
A total of 2471 delegates from various parts of the country participated in the national convention. RSS Sah-sarkaryavah Shri Suresh Soni inaugurated the convention. An exhibhition highlighting the progress of ABVP was inaugurated by Baba Balji Maharaj on October 30. Prof. Milind Marathe and Shri Vishnudutt Sharma also assumed the charge of president and general secretary respectively.
Besides the UIC issue, the convention adopted three other resolutions on national security, educational atmosphere and Students Union Elections. In the resolution on national security the ABVP demanded all required military preparations keeping in view the tension over China border and also demanded strict action against those who support the naxalites and Maoists.
