Akhil Bharatiya Vidyarthi Parishad (ABVP), the largest student organisation of the country has demanded increase in the seats in government medical colleges where the number of seats, considering the demand, at present is inadequate. Asserting that the debate on reservations should not be held on the streets or in the political arena but be conducted in a cordial social atmosphere, the student organisation also demanded a white paper on the status of reservation and its review so that the facts can come out before the public. In a statement issued in New Delhi, Shri Ramesh Pappa, former general secretary and member of National Executive Committee of ABVP demanded to apply creamy layer principle in order to ensure that the benefit of reservation should go to the real backward sections among the backward castes.
The ABVP however, made it clear that providing reservation to SCs, STs and OBCs was a historic necessity and the same has to be implemented within the purview of the Constitution as well as in the light of social justice.

Demanding a central legislation for fixing the realistic fee structure affordable for common people in the private institutions or professional courses, the ABVP urged the Prime Minister to desist from suppressing the agitation of medical students through police brutality and instead invite them for talks so as to find an early solution to the vexed problem. ?ABVP also appeals to the agitating medical students to understand the historic need of reservation and without affecting the medical services, come forward for discussion on the matter and play a constructive role in finding a peaceful solution,? the statement said, further adding that the policy on matters like reservation should be decided after thorough debate involving prominent persons from various walks of life including educationists, former judges, social workers, social scientist, and representatives from student organisations.
Demanding to reserve certain percentage of seats for the economically backward students, the ABVP stressed the need for introducing quota system in minority institutions also by which a large number of seats for SC, ST and OBC sections would be available. ?The manner in which the recent announcement by Shri Arjun Singh providing for reservation to backward castes in the central institutions of higher learning, was made in a great haste and without reason just on the eve of Assembly elections in five states, betrays the fact that the same was inspired and influenced by vote bank politics. It would have been prudent on the part of the Union government to make statement on such a sensitive issue only after arriving at a consensus through a serious and wide national consultation,? the statement added.
