?Strictly against the spirit of Constitution?

?The dissolution of Bihar assembly is strictly against the spirit of the Constitution and the constitutional philosophy. When Article 356 was adopted by the Constituent Assembly, it was done on the very categorical assurance of Dr Ambedkar, chairman of the Constituent Assembly. He had then said that ?we are putting this Article as a matter of abundant caution and it will be used only as a matter of last resort and when everything helps it. I hope it will remain a dead letter.? Before imposing President'srule, all other possibilities and options should have been exhausted. In this case that has not been done. It seems to have been used, as has been often done by other parties, for the political purpose of preventing a particular alliance to take over power.
?The remedy to the problem, in my opinion, is systematic reforms. There should be more specific provisions to see that it cannot be misused.?
