India designates 23 LeT & JeM operatives as terrorists under UAPA; HM Amit Shah Reaffirms ‘zero tolerance’ to terrorism

The Ministry of Home Affairs, has formally designated 23 individuals as "terrorists" under UAPA, who are linked to Pakistan-based Lashakr-e-Taiba(LeT) & Jaish-e-Mohammad(JeM) terror outfits. New Delhi has reaffirmed its zero tolerance policy to terrorism and resolved to uphold national security & shield the people of the country from terror elements

New Delhi: Taking another significant step under the PM Modi government’s ‘Zero Tolerance Policy’ against terrorism, the Ministry of Home Affairs, under the guidance of Union Home Minister Amit Shah, has designated 23 more individuals as ‘terrorists’. Union Home Minister Amit Shah said that the PM Modi government is committed to dismantling every terror module to ensure the safety of India and its people. The terrorists are affiliated to Pakistan based terror outfits such as Lashkar-e-Taiba(LeT) and Jaish-e-Mohammad(JeM).

In a post on the X social media platform, Home Minister Amit shah said “Pursuing PM Narendra Modi’s vision of zero tolerance against terror: the MHA today declared 23 dreaded terror functionaries affiliated with banned organisations as terrorists under the provisions of the Unlawful Activities (Prevention) Act”. “The Modi govt is determined to rip apart every terror module to shield India and its people”, The Home Minister reiterated.

“The designated terrorists are involved in anti-India activities, carrying out terror attacks, inciting terror, trafficking arms, infiltrating through the border, facilitating terrorist organisations, raising funds and recruiting terrorists. Out of the 23 terrorists announced today, 17 are Pakistani nationals and 6 are Indian nationals. However, all of them at present operate terrorist activities from Pakistan and Pakistan-occupied Jammu and Kashmir(PoJK)”, the Home Minister further added.

Formally designating these individuals as terrorists will send a strong message of deterrence against anti-national and terrorist acts. Furthermore, it will enhance the capacity of security and law enforcement agencies to initiate coordinated legal, investigative and preventive actions at both national and international levels. The formal designation helps to strengthen the internal security and national security architecture of the country. It will aid in freezing the financial assets of the designated individuals, blocking their funding channels, restricting their arms & logistics supply routes, seizing their properties etc.

Following the amendment to the Unlawful Activities (Prevention) Act, 1967 (UAPA) by the Central Government in 2019, a total of 57 individuals have so far been designated as ‘terrorists’ under Section 35 of the said Act and listed in its Fourth Schedule.

The 23 individuals who are designated as “terrorists” under the fourth schedule of UAPA are:

  • Mohammad Musaddiq (JeM)
  • Mufti Mohammad Asghar Khan alias Abu Saad (JeM)
  • Hafiz Abdul Shakoor alias Qari Zarrar (JeM)
  • Abdullah Jehadi (JeM)
  • Ghulam Farid (JeM)
  • Maulana Imdad Ullah Makki (JeM)
  • Waseem Noor Jat (JeM)
  • Firdous Ahmed Bhat (LeT)
  • Haroon Rashid Ganai (LeT)
  • Bilal Ahmed Mir (LeT/TRF)
  • Abid Qayyum Lone (LeT)
  • Nazir Ahmed Gujjar alias Munazil (LeT)
  • Abdul Rauf alias Hafiz Abdul Rauf (LeT/JuD)
  • Ashfaq Ahmad (LeT)
  • Hafiz Khalid Waleed alias Hafiz Khalid Naik (LeT/JuD)
  • Maulana Saifullah Khalid (LeT)
  • Mohammad Yaqub alias Abu Sumama (LeT)
  • Molana Yousaf Taibi (LeT)

The latest crackdown by the government on the Pakistani-linked terrorists reflects, India’s unwavering commitment to uproot terrorism and terror outfits from the country, in all its forms and manifestations. Post Pahalgam terror attack & Operation Sindoor, India has further consolidated & reinforced its firm & rigorous action against cross-border terrorism at the national and international level. With the designation of 23 new individuals as terrorists, the total number of terrorists designated under UAPA rose to 80.
