West Bengal Budget 2026: A Transformative step

The maiden Budget of the Suvendu Adhikari Government seeks to strike a balance vis a vis welfare commitments with economic revival. To address unemployment & gender inclusion, the Government will fill one lakh vacancies in services & one-third reservation for women. The multi-pronged strategy that is an amalgamation of social protection with employment generation & industrial revival will go a long way in taking the State towards progress & correct financial irregularities committed by previous TMC Govt

The presentation of the first full Budget of the newly elected Suvendu Adhikari Government in West Bengal on June 22, 2026, marks a significant political and economic milestone in the State’s history. More than a financial statement, this Budget represents the first major policy document of a Government that came to power with a promise of restoring economic growth, rebuilding public institutions, creating employment opportunities and placing West Bengal once again on a path of industrial resurgence.

The new Government inherited a challenging fiscal situation. With an outstanding debt burden exceeding Rs 8 lakh crore and a debt-to-GSDP ratio estimated at around 38 per cent, West Bengal today carries one of the highest debt burdens among major Indian States. Interest payments alone consume nearly Rs 49,000 crore annually, significantly constraining the State’s fiscal flexibility.

The economic challenges extend beyond public finances. Over the years, West Bengal’s share in national output has gradually declined, industrial investment has remained below potential, capital expenditure has lagged behind many comparable States, and a substantial number of skilled and semi-skilled workers have migrated to other parts of India in search of better employment opportunities.

Yet, every challenge also creates an opportunity. The electoral mandate received by the Bharatiya Janata Party Government offers a rare chance to undertake structural reforms, improve governance, strengthen public institutions, attract private investment and rebuild confidence among investors, entrepreneurs and citizens alike.

Against this backdrop, the West Bengal Budget 2026 deserves to be examined not merely as an accounting exercise but as a statement of intent about the future direction of the State.

Good Approach to Achieve Vikas

The first BJP Budget in West Bengal attempts to strike a delicate balance between welfare commitments, fiscal consolidation and economic growth. Rather than abruptly discontinuing existing welfare commitments, the Government has chosen a calibrated approach that combines social protection with employment generation and industrial revival.

Several announcements stand out. The Government has proposed filling one lakh vacancies in Government services, with one-third reserved for women. This measure addresses both unemployment and
gender inclusion. Government employees and pensioners have been granted a 20 per cent increase in Dearness Allowance and Dearness Relief, a move likely to improve morale and purchasing power among a large segment of the population.

Women-centric initiatives occupy a prominent place in the Budget. The Annapurna financial assistance programme has received an allocation of Rs 36,000 crore, while free bus travel for women and scholarships for girl students reinforce the Government’s commitment to women’s empowerment.

Highlights of the Bengal Budget

  • One lakh vacancies in Government job sector will be filled and 33 per cent of the seats will be reserved for women
  • Girl students of State-run and aided schools will be granted a scholarship of Rs 50,000
  • Allocation of Rs 550 crore for free bus services for women. A Pink Card scheme will be launched soon to facilitate the benefit
  • Rs 36,000 crore allotted for Annapurna Yojana scheme
  • Rs 550 crore rupees allotted for the all-women free bus service
  • 25 lakh more people will receive PM Awas in Bengal
  • Welfare board proposed for gig workers
  • MGNREGA work increased from 100 days to 125 days
  • MLA development fund increased from Rs 70 lakh to Rs 1 crore
  • Ayushman Bharat card for migrant labourers
  • State to get new greenfield airport near Kolkata
  • DA for govt employees will be raised by 20 per cent from October
  • Every sub-division in Bengal to have women police station; each police station to have women help desk
  • Government to raise monthly salaries of civic police, home guards, green police by Rs 2,000 & mini indoor stadium in all Assembly constituencies
  • Proposed IIT and IIM in North Bengal
  • Proposed AIMS in North Bengal
  • A survey for metro services in Durgapur, Asansol, and Siliguri
  • A dedicated ‘Tagore Cultural Centre’ to be built

Perhaps the most significant shift is visible in the Government’s approach towards industry and investment. The re-introduction of industrial incentives with a budgetary allocation of Rs 5,000 crore, the proposal to re-examine the Urban Land Ceiling framework, the revival of the Calcutta Stock Exchange and the explicit emphasis on creating a business-friendly environment indicate a clear intent to attract investment and revive industrial growth.

Infrastructure development has also received substantial attention. The proposed integrated deep-sea port at Dadanpatrabarh in Purba Medinipur, a new green-field airport near Kalyani, four new medical colleges, expansion of medical education capacity and establishment of new women’s colleges signal a long-term developmental vision.

The Budget also demonstrates a pragmatic approach towards Centre-State relations. The Finance Minister’s emphasis on working in tandem with the Union Government rather than engaging in needless confrontation may help West Bengal secure greater access to central resources, infrastructure investments and policy support.

Importantly, the Budget appears to acknowledge that welfare and growth need not be mutually exclusive. Sustainable welfare ultimately depends upon sustainable economic growth, and the Government seems conscious of this reality.

The Finance Minister has referred to raising resources through the productive utilisation of Government assets and idle land. Will this eventually lead to monetisation of under-utilised Government properties? Will the Government consider strategic disinvestment or restructuring of loss-making State Public Sector Undertakings? These questions become particularly relevant given the fiscal pressures facing the State.

Economic revival requires more than financial allocations. It requires transparent governance, efficient administration, merit-based recruitment, predictable regulation and strong public institutions. The Budget lays out a promising vision, but successful implementation will determine whether that vision translates into measurable outcomes.

The West Bengal Budget 2026 reflects optimism, ambition and a desire to change the developmental trajectory of the State. It seeks to combine welfare with growth, social inclusion with fiscal discipline, and economic reform with political sensitivity.

No Government can transform decades of accumulated structural challenges within a single Budget. However, every transformation begins with a first step. This Budget appears to be that first step.

The people of West Bengal have given the new Government a historic opportunity. Expectations are naturally high. Equally high are the challenges. The success of this Budget will ultimately be measured not by the size of its allocations but by the quality of its implementation and the outcomes it delivers for citizens.

I sincerely hope that the Government succeeds in creating employment, attracting investment, strengthening public institutions, improving infrastructure and restoring West Bengal’s rightful place as one of India’s leading economic and intellectual centres. The State stands at the threshold of a new chapter.
