For years, USCIRF has wrapped ideological hostility in the language of religious freedom and its latest attack on Rashtriya Swayamsevak Sangh Sarsanghchalak Mohan Bhagwat strips away the disguise. This is not scrutiny. It is an attempt to criminalize Hindu civilizational organization, stigmatize Hindu public leadership and recast India’s majority tradition as suspect in the court of American opinion

HinduPACT Condemns USCIRF’s Smear Campaign Against RSS Sarsanghchalak Ma. Mohan Bhagwat’s US Visit

HinduPACT strongly condemns the public opposition by members of the U.S. Commission on International Religious Freedom (USCIRF) to the forthcoming U.S. visit of Rashtriya Swayamsevak Sangh Sarsanghchalak Mohan Bhagwat. The statements issued by USCIRF Chair Dr. Asif Mahmood and Commissioner Gene Mills abandon even the pretense of balance.

They read like advocacy copy for an anti-India pressure bloc that has spent years portraying Hindu institutions as uniquely dangerous while showing little interest in anti-Hindu hatred, temple vandalism, or the civic exclusion faced by American Hindus.

This pattern is not accidental. HinduPACT has repeatedly warned that USCIRF has become a platform for actors openly hostile to Hindu organizations and India’s democratic legitimacy. CAIR, Indian American Muslim Council (IAMC), and Hindus for Human Rights (HfHR) have all backed this latest campaign. The company matters. CAIR is not some disinterested referee of pluralism. Its own record has drawn sustained scrutiny in American public life.

In 2024, Texas Governor Greg Abbott announced that he had designated the Muslim Brotherhood and CAIR as terrorist organizations, a step that underscored the seriousness of the concerns surrounding CAIR in American public discourse. Several CAIR chapters and affiliates have also faced serious questions over extremist-linked rhetoric and conduct. IAMC has spent years internationalizing a one-sided indictment of India while refusing to show any comparable moral seriousness about anti-Hindu prejudice.

Hindus for Human Rights has built its profile by attacking the essence of Hindu dharma (Hindutva) and Hindu organizations while showing no equal urgency about Hinduphobia, temple desecration, or the intimidation of Hindu students and professionals in the United States.

What USCIRF and its allies refuse to confront is that the RSS is not reducible to the caricature they market in Washington. It is one of the central organizing forces of Hindu society in modern India, with a long record of seva, social cohesion, and national reconstruction. Ratan Sharda, in RSS 360, describes the Sangh as “the Shakti that energizes” a wider movement of civic engagement, and notes the breadth of its work in fields where it is “most misunderstood”.

That matters because the RSS built its legitimacy not in think tank seminars, but in neighborhoods, villages, relief work, education, and volunteer service. For countless Indians, the Sangh is present where the state is absent. It has helped cultivate the social confidence that made India’s civilizational reassertion possible after centuries of Islamic conquest, colonial subjugation and political deracination. To attack the RSS as inherently beyond the pale is to attack a major instrument of India’s recovery as a self-aware Hindu civilization after roughly a millennium of foreign domination.

Americans should also remember how this pressure ecosystem operates domestically. In Texas, lawmakers moved this year to prohibit foreign adversary ownership of land through Senate Bill 17, a national-security measure aimed at countries including China, Iran, North Korea, and Russia. CAIR opposed it anyway, casting a targeted security bill as a broad civil-rights offense. That reflex is the point. The same network that distorts American security debates now seeks to dictate which Hindu leaders may be received with dignity on American soil. It is lobbying by smear, not argument.

USCIRF’s posture is especially indefensible because it asks Americans to accept accusation as fact. Commissioner Mills has called for sanctions on RSS members allegedly responsible for violations of freedom of religion or belief, without the rigor, due process, or evidentiary discipline such a demand requires. This is guilt by association dressed up as principle. It is also a double standard. American Hindus have seen temples vandalized across the country, from California to New York, while the FBI’s hate crime statistics continue to show that religion-based bias remains a real concern in the United States. Yet when Hindu institutions seek civic respect, this lobby answers with suspicion first and facts later.

Ajay Shah, Founder and Chair of HinduPACT, said: “USCIRF has disgraced its mandate. When its chair speaks about India and the RSS, he sounds less like the head of a pluralistic American commission and more like an advocate for a hardened anti-Hindu narrative. Mohan Bhagwat leads one of the world’s most consequential Hindu organizations.

He should not be met with slander scripted by CAIR, IAMC and HfHR, groups that have made a habit of treating Hindu self-assertion as extremism. The RSS has spent decades in service through relief work, education, village uplift and social organization and that record cannot be erased by hostile talking points. American Hindus see the pattern clearly. We will not accept a taxpayer-funded body being used to malign our faith, our institutions, and India’s democratic voice.”

The deeper issue is now impossible to ignore. Every time Hindu organizations gain visibility, the same machinery activates: selective outrage, guilt by association, and a studied refusal to acknowledge anti-Hindu bias by name. The RSS has been described as the “ideological fountainhead” of a vast Hindu civic movement, which is precisely why it is targeted.

Mohan Bhagwat’s visit is not a threat to America. The real threat is the normalization of anti-Hindu gatekeeping inside institutions that claim to defend religious liberty. American Hindus are not required to submit to that script. The HinduPACT thus rejected USCIRF’s attempt to delegitimize this visit and we call on elected officials, community leaders and all fair-minded Americans to reject this sectarian lobbying masquerading as human rights work. Hindu civilization does not need permission to stand upright.
