Bhubaneswar: Odisha continues to battle widespread flooding across several districts, with the state government intensifying rescue, relief, and restoration efforts. Chief Minister Mohan Charan Majhi on August 1 conducted a detailed aerial survey of flood-affected regions, while multiple departments reported significant progress in evacuation, drinking water supply, livestock care, and power restoration.

CM Conducts Aerial Survey, Reviews Flood Impact Across Districts

Odisha Chief Minister Mohan Charan Majhi on Saturday conducted an extensive aerial survey of flood-affected regions across the state, reviewing the situation in more than 12 blocks spanning five districts. He was accompanied by Revenue and Disaster Management Minister Suresh Pujari and the Special Relief Commissioner during the inspection.

Following the survey, the Chief Minister stated that several villages remain inundated, though the situation is gradually improving. He expressed optimism that floodwaters are likely to recede within the next two days, bringing relief to affected residents.

Majhi directed officials to complete a comprehensive assessment of damages within three days after the floodwaters recede. Based on these reports, the state government will roll out immediate relief packages, particularly targeting losses in agriculture, housing, and other affected sectors.

During the aerial review, the Chief Minister assessed flood conditions in Dasarathpur, Bari, and Binjharpur blocks of Jajpur district; Dhamnagar, Bhandaripokhari, and Chandbali in Bhadrak; Soro, Remuna, and Balasore Sadar in Balasore district; parts of Badasahi, Udala, and Kaptipada in Mayurbhanj; and Hatadihi block in Keonjhar district.

He emphasised that the state government is maintaining constant vigilance over the evolving flood situation and is coordinating closely with ministers and senior officials to ensure timely and effective response measures. Special attention is also being given to the flood scenario in Puri district.

Highlighting the administration’s focus on “zero casualty,” Majhi noted that around 8 lakh people have been affected by the floods, while approximately 2.69 lakh individuals have been safely evacuated to secure locations.

Rescue and relief operations are being carried out by 17 ODRAF teams, 7 NDRF units, and 129 fire and emergency service teams. Around 700 shelters and relief camps have been set up to provide accommodation, cooked and dry food, drinking water, and medical services to those displaced. Senior officials are actively monitoring relief and restoration efforts at the ground level.

The Chief Minister further informed that Rs 26 crore has been released from the State Disaster Response Fund to support ongoing relief and rescue operations. Essential supplies, including polythene sheets, food items, drinking water, and medicines, are being distributed among affected families.

Additionally, instructions have been issued for the prompt repair of damaged roads and infrastructure. Authorities are also maintaining strict vigilance to prevent any post-flood health issues. Majhi stated that timely dissemination of information and proactive measures have helped significantly in minimizing large-scale damage.

Safe Drinking Water Supply Becomes Top Priority

Amid the flood crisis, ensuring access to safe drinking water has emerged as a major concern. The Panchayati Raj and Drinking Water Department has intensified efforts to restore and maintain potable water supply in affected rural areas.

Large-scale purification of contaminated water sources is underway, along with the repair of piped water supply systems. Alternative arrangements are also being made in areas where regular supply has been disrupted.

As per official data till July 31, 2026, floods impacted 6,491 out of 13,662 tube wells in affected districts. Of these, 2,710 have already been purified. Similarly, 357 out of 642 piped water supply schemes were affected, with restoration completed in 101 cases.

Districts such as Bhadrak, Balasore, and Jajpur have witnessed significant damage. In Bhadrak, 3,411 tube wells were affected, with 1,311 already purified. Balasore reported 2,191 affected tube wells, of which 545 have been restored, along with repairs to 75 piped water schemes. In Jajpur, 511 tube wells were affected, with 122 purified so far.

To ensure uninterrupted supply, the department has deployed 47 DG sets, 10 Mobile Water Treatment Units, 37 water tankers, and additional vehicles. Over 1.92 lakh drinking water bottles and pouches have been distributed, while a stock of 4.65 lakh bottles has been kept ready. Additionally, 4,420 bags of bleaching powder have been supplied for disinfection.

A 24×7 control room is operational in Bhubaneswar to monitor the situation and address grievances, ensuring rapid response and coordination across districts.

Livestock Protection Measures Intensified

The state government has also stepped up efforts to protect livestock and provide veterinary care in flood-affected regions. Fisheries & Animal Resources Development Minister Gokulananda Mallik stated that nearly 4.88 lakh livestock across 1,341 villages have been impacted.

To address this, 58 Rapid Response Teams have been deployed, conducting 245 animal health camps and treating over 15,000 animals so far.

Preventive vaccination has been a key focus, with over 6.46 lakh animals vaccinated before the floods and an additional 11,800 vaccinated afterward to prevent disease outbreaks.

The government is also tackling fodder shortages. Out of 263.7 metric tonnes of cattle feed received, 157.3 metric tonnes have already been distributed. Relief supplies also include dry fodder, straw, and green fodder to support affected farmers.

Officials have been directed to ensure that no animal remains without food or medical care, with continuous monitoring at the ground level.

Power Supply Restoration Reaches 93%

Significant progress has been made in restoring electricity in flood-hit areas. A high-level review meeting chaired by Additional Chief Secretary (Energy) Vishal Dev assessed restoration efforts following directives from Deputy Chief Minister and Energy Minister Kanak Vardhan Singh Deo.

DISCOMs reported that power supply has been restored to 93% of affected consumers as floodwaters recede. However, restoration in low-lying areas of Kendrapara and Jagatsinghpur is facing minor delays due to waterlogging and accessibility challenges.

Officials confirmed that there has been no major structural damage to the power infrastructure. Faulty transformers are being replaced swiftly as conditions permit.

Strict instructions have been issued to prioritize public and personnel safety during restoration. DISCOMs have been directed to conduct thorough safety checks before re-energizing submerged lines and to maintain real-time communication with the public regarding outages and restoration timelines.

Coordinated Response Continues

The Odisha government’s multi-sectoral response reflects a coordinated effort to manage the crisis effectively. From evacuation and relief distribution to infrastructure repair and health safeguards, authorities are working round the clock to mitigate the impact of the floods.

With water levels gradually receding and restoration gaining momentum, the focus is now shifting toward damage assessment and long-term recovery.
