The Government has finalised a broad legislative agenda for the Monsoon Session of Parliament, listing seven important bills for consideration and introduction across a range of sectors including education, taxation, judicial reforms, MSME development and national governance.
The tentative legislative business indicates a packed session, with two bills scheduled for consideration and passage and five new bills proposed for introduction.
The agenda also leaves room for additional legislative business, as the list is not exhaustive and the government may introduce more measures as the session progresses.
Two key bills set for consideration and passage:
1. Foreign Contribution (Regulation) Amendment Bill, 2026
2. The Foreign Contribution (Regulation) Amendment Bill, 2026, introduced in the Lok Sabha earlier this year, is among the major bills scheduled for consideration.
The proposed legislation seeks to strengthen oversight of foreign contributions received by non-governmental organisations (NGOs). Under the bill, foreign funds and assets of organisations whose FCRA registration is cancelled, surrendered or expires without renewal would vest in a government-notified “Designated Authority”.
The government has said the changes are aimed at improving transparency and accountability in the management of foreign contributions.
Viksit Bharat Shiksha Adhishthan Bill, 2025
Another major legislation slated for consideration is the Viksit Bharat Shiksha Adhishthan Bill, 2025.
The bill seeks to transform India’s higher education regulatory architecture by replacing the University Grants Commission (UGC), All India Council for Technical Education (AICTE) and National Council for Teacher Education (NCTE) with a unified regulatory framework.
The legislation, which was examined by a Joint Parliamentary Committee (JPC), is expected to be taken up after the committee submits its report during the session.
The proposed reform is aligned with the National Education Policy (NEP) 2020 and aims to simplify regulations, reduce compliance burdens and improve governance in higher education institutions.
Five New Bills Proposed For Introduction
1. Income-Tax (Amendment) Bill, 2026
The proposed Income-Tax (Amendment) Bill seeks to deepen India’s sovereign debt market, improve liquidity and attract long-term global capital.
The legislation is expected to support economic stability amid global uncertainties, including volatile energy prices and supply chain challenges.
2. Supreme Court (Number of Judges) Amendment Bill, 2026
The government also plans to introduce legislation to increase the sanctioned strength of judges in the Supreme Court.
The move is aimed at enhancing judicial capacity and addressing the growing workload before the apex court.
3. Registration of Births and Deaths (Amendment) Bill, 2026
The proposed amendment seeks to strengthen the registration system for births and deaths by introducing stricter compliance requirements and penalties for delays.
Officials believe the measure will improve the accuracy and reliability of vital administrative records.
4. Prevention of Insults to National Honour (Amendment) Bill, 2026
The bill proposes amendments to the existing 1971 law to provide stronger safeguards for the National Flag, National Anthem and symbols of national honour.
It seeks to update enforcement mechanisms and reinforce compliance with national protocols.
5. MSME Development (Amendment) Bill, 2026
Aimed at improving the ease of doing business, the proposed legislation seeks to strengthen mechanisms for timely payments to Micro, Small and Medium Enterprises (MSMEs).
The bill also proposes greater flexibility for state governments in establishing MSME Facilitation Councils to resolve disputes and support businesses.
Financial Business also on agenda
Apart from legislative business, Parliament is also expected to take up financial matters during the session, including Demands for Excess Grants for the financial year 2022-23.
With reforms spanning education, business, taxation, governance and judicial administration, the Monsoon Session is expected to witness significant legislative activity in the coming weeks.
