The Centre is set to launch a major digital governance initiative aimed at improving the implementation and monitoring of welfare schemes for Scheduled Castes across the country.
The Ministry of Social Justice and Empowerment (MoSJE) will launch the PM-AJAY portal along with the AJAY mobile application to digitise the execution of the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), one of the government’s flagship schemes focused on socio-economic development of Scheduled Caste communities.
The digital platforms will be launched by Union Minister for Social Justice and Empowerment Virendra Kumar in the presence of Minister of State B.L. Verma, Social Justice Secretary Sudhansh Pant and senior ministry officials. Secretaries and senior officials from various states and Union Territories are also expected to participate virtually during the launch event.
According to the Ministry, the PM-AJAY portal has been developed to improve coordination among stakeholders, strengthen monitoring systems and ensure faster and more transparent delivery of benefits to beneficiaries under the scheme.
Monitoring more than 47,000 villages
The PM-AJAY dashboard will monitor socio-economic development in over 47,000 Scheduled Caste-majority villages across India. It is also expected to track the progress of more than 40 lakh beneficiaries covered under different components of the scheme.
Officials said the portal will function as a centralised digital database and will help improve fund management through milestone-linked fund flow mechanisms.
The system has been designed to reduce paperwork, increase transparency and create real-time monitoring systems for projects implemented under PM-AJAY.
The Ministry said one of the key objectives behind the portal is to bring all major components of the scheme onto a single integrated digital platform so that monitoring, approvals and reporting become more efficient.
Focus on Adarsh Gram development
A major component of PM-AJAY is the Adarsh Gram initiative, which focuses on the holistic development of Scheduled Caste-majority villages through targeted infrastructure and socio-economic interventions.
Under the new digital system, the existing paper-based planning process for villages will be replaced with digital village-level planning.
Officials said the portal will provide national, state and district-level dashboards to monitor progress across 50 socio-economic indicators spread over 10 developmental sectors.
These indicators include areas such as education, healthcare, sanitation, drinking water, housing, road connectivity, livelihood generation and financial inclusion.
The Ministry stated that the platform will automate milestone-based tracking after Village Development Plans (VDPs) receive digital approval.
This is expected to significantly reduce delays in approvals and improve accountability at multiple administrative levels.
Digital monitoring of grants and livelihood projects
The PM-AJAY portal will also function as a centralised management information system for the Grants-in-Aid (GIA) component of the scheme.
Officials said the system will monitor financial outlays, funding allocations, skill development projects and livelihood initiatives being implemented under the programme.
The Ministry believes this digital monitoring system will help improve transparency in fund utilisation and reduce delays in implementation.
The portal will also track both physical and financial progress related to hostel infrastructure projects under the educational institutions component of PM-AJAY.
The hostel component is aimed at improving educational access for Scheduled Caste students through the construction and maintenance of residential facilities.
By digitising proposal management and monitoring systems, the government hopes to improve efficiency and reduce procedural bottlenecks.
AJAY mobile application to expand access
Alongside the web portal, the Ministry is also launching the AJAY mobile application to expand access to scheme-related services through smartphones and mobile devices.
The app has been developed as a unified digital platform that integrates services available under the PMAGY and PM-AJAY portals into a mobile interface.
According to the Ministry, the mobile application will provide access to monitoring systems, beneficiary services, proposal management and reporting mechanisms directly through handheld devices.
Officials said the app is designed to strengthen field-level implementation and reduce dependence on desktop-based operations.
The mobile application will support all major scheme components, including Adarsh Gram, Grants-in-Aid and Hostel management systems.
Real-time surveys and geo-tagged monitoring
One of the major features of the AJAY app is its ability to conduct offline door-to-door surveys under the Adarsh Gram component.
The app will allow officials and field workers to collect data directly from villages and generate Village Development Plans in real time using 50 socio-economic indicators.
The Ministry said the app will help improve data accuracy while making planning exercises faster and more transparent.
Under the Grants-in-Aid segment, the mobile application will allow digital beneficiary registration and real-time tracking of livelihood projects, skill training programmes and financial assistance schemes.
The hostel module has also been integrated into the app to enable electronic submission of construction and repair proposals directly from project sites.
Field inspectors will be able to upload geo-tagged and time-stamped photographs through the application to verify infrastructure progress and monitor implementation status.
Officials believe such features will improve accountability and reduce chances of false reporting or project delays.
Integrated features for better governance
The Ministry said the AJAY mobile application includes several integrated digital governance features such as unified login systems, role-based access control, mobile inspections, dashboard reporting systems and automated notifications.
The application also includes geo-tagging functionality and integration with existing digital governance portals.
According to officials, these features are intended to improve coordination among central ministries, state governments, district administrations and field-level officers involved in implementing the scheme.
The government believes the digital transition will lead to faster reporting, improved monitoring and more efficient service delivery.
Push towards digital governance
The launch of the PM-AJAY portal and AJAY mobile app forms part of the Centre’s larger push towards digital governance and inclusive welfare delivery under the Viksit Bharat vision.
Over the past few years, the government has increasingly focused on integrating welfare schemes with digital platforms to improve transparency, reduce leakages and ensure timely delivery of benefits.
Officials said the new systems are expected to strengthen field-level governance and create a more accountable welfare administration framework for Scheduled Caste development programmes.
The Ministry also believes that digitisation will help generate more reliable data for policy planning and decision-making.
By creating real-time dashboards and digital monitoring tools, the government aims to track socio-economic outcomes more effectively and improve implementation quality at the grassroots level.
Strengthening welfare delivery for SC communities
The PM-AJAY scheme remains one of the Centre’s major welfare programmes focused on socio-economic empowerment of Scheduled Castes through village development, livelihood support, education infrastructure and financial assistance.
With more than 47,000 villages and over 40 lakh beneficiaries expected to be covered under the new digital monitoring system, the PM-AJAY portal and AJAY mobile app are likely to become key instruments for welfare governance in the social justice sector.
Officials say the platforms are expected to significantly improve efficiency, strengthen transparency, reduce administrative delays and improve beneficiary outreach.
The government believes the digital infrastructure will help ensure that welfare delivery becomes more targeted, accountable and accessible for Scheduled Caste communities across rural and urban India.
