NEW DELHI: The government has constituted a high-level committee to address the challeges of demographic change caused by infiltration and other reasons.
In a social media post on X, Union Home Minister Amit Shah informed that the committee will be chaired by former Supreme Court Judge Justice Prakash Prabhakar Naolekar. Census Commissioner, along with former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava and economist Dr. Shamika Ravi have been appointed as members of the committee. The Joint Secretary (Foreigners-I) in Home Ministry will serve as the Member Secretary in the committee.

Prime Minister Narendra Modi in his Independence Day speech from Red Fort last year had announced about the High-Level Committee on Demographic Change.
The Home Minister said that infiltration and other reasons are causing unnatural demographic change which poses a very significant challenge to the present and future of any nation.
He said demographic Change is a serious issue linked not only to sovereignty but also to national security, law and order, profound changes in social structure and the preservation of tribal society.
The Home Minister said, the committee will conduct a comprehensive assessment of demographic changes occurring across India due to illegal immigration and other unnatural causes. It will also analyze patterns of abnormal population shifts at the levels of religious and social communities and present a planned and time-bound solution for the same.
On August 15, 2025, PM Modi said, “Under a well-thought-out conspiracy, the country’s demography is being changed, and the seeds of a new crisis are being sown. Infiltrators are snatching away the livelihood of our youth, targeting the sisters and daughters of our country, misleading innocent tribals, and capturing their land. This will not be tolerated.”
In 2023, while speaking with Organiser – Dr Mohan Bhagwat, Sarsanghchalak, RSS, in his interview with organiser said “Population imbalance is a practical problem. Wherever imbalance has taken place, the country has got divided. This has been the global trend and this has happened because of the aggressive nature of people and civilisations. Only the Hindu society stands apart, showing no aggression whatsoever. In the interest of pacifism, non-violence, democracy, secularism etc., preservation of those who are not aggressive is essential. We have seen catastrophic results in Timor, Sudan, Pakistan”.
Recent studies highlight the long-term implications of these trends. The 2024 Economic Advisory Council to the Prime Minister (EAC-PM) report showed that the Hindu share of India’s population fell from 84 percent in 1950 to 78 percent in 2015, while the Muslim share rose from 9.84 percent to 14.09 percent. The Centre for Policy Studies (CPS) Kerala study revealed that Muslim fertility rates have consistently outpaced those of Hindus.
Meanwhile, research published in Economic and Political Weekly indicated that over 70 percent of districts recorded a decline in Hindu populations between 2001 and 2011. Taken together, these studies reveal a consistent pattern over decades: a decline in Hindu population share alongside rising Muslim and Christian populations.
