West Bengal’s administrative and electoral framework has increasingly come under strain, with repeated incidents highlighting risks faced by government officials in the line of duty. From police personnel and election officers to judicial staff and administrative authorities, a pattern of confrontations, alleged assaults, and disruptions has emerged across multiple districts over the years.

These incidents, spanning from 2018 to 2026, reflect a complex intersection of governance challenges, political contestation, and ground-level tensions during routine administrative work as well as sensitive electoral processes. Particularly during exercises such as the Special Intensive Revision (SIR) of electoral rolls and panchayat elections, officials tasked with ensuring procedural integrity have reportedly faced resistance, obstruction, and in some cases, violence.

The recurrence of such incidents has also drawn the attention of institutions like the Election Commission of India and the judiciary, raising questions about preparedness, security arrangements, and the broader environment in which public servants operate. Concerns regarding the safety of officials have been echoed through administrative communications, protests by staff, and demands for enhanced security protocols.

At a time when institutional credibility and democratic processes depend heavily on the impartial functioning of officials on the ground, these developments assume heightened significance. They underscore the challenges in maintaining law and order, ensuring accountability, and safeguarding those entrusted with public responsibilities.

The detailed 23 Incidents: Attacks on Government Officials in West Bengal During All India Trinamool Congress (TMC) Ruled (2018-2026), are given below.

1. On-Duty Police Officers Allegedly Assaulted in Separate Incidents in Kasba and Anandapur

Kolkata, April 1, 2026: Two separate incidents involving alleged assaults on on-duty police personnel were reported in Kolkata this week, with cases registered in Anandapur and Kasba.

In the Anandapur incident, a police team attempting to arrest a theft suspect, identified as Firoz Sk, was allegedly obstructed and attacked during a raid at West Chowbaga. The incident took place around 5:10 pm. According to police, women family members of the accused intervened during the operation and allegedly assaulted the officers. The individuals named in connection with the case include Sahana Khatun, Sany Begum, Sana Khatun, and Firoz Sk. Police registered a case under sections 221, 132, and 54 of the IPC. Arrests of the women were delayed due to the absence of female police personnel at the time.

In a separate incident in Kasba, a 48-year-old man, identified as Ranjit Kumar Shaw, allegedly assaulted Sub-Inspector Rabi Biswas and his team. The incident occurred when the police visited Shaw’s residence on Picnic Garden Road for a routine enquiry.

Following these incidents, Lalbazar police headquarters issued instructions to officers to use body cameras during operations and to retain the footage for six months. Officers were also reminded to accept fines only through official mobile applications.

2. Poll Worker Allegedly Assaulted During Training Session in Nadia After Protesting Model Code Violation

Nadia, March 27, 2026: A poll worker was allegedly physically assaulted during a training session for the 2026 West Bengal Assembly elections after raising objections over a purported violation of the Model Code of Conduct.

The incident occurred at Ranaghat Debnath Boys Institute, where election officials and teachers were attending mandatory training. According to reports, tensions arose when promotional advertisements featuring Chief Minister Mamata Banerjee were displayed on a screen during the session.

Saikat Chattopadhyay, a teacher assigned to election duty, along with several colleagues, objected to the display. They reportedly argued that showing government advertisements during the election period constituted a violation of the Election Commission’s guidelines.

Following the objection, Chattopadhyay was allegedly assaulted during the session. The incident led to allegations of violence and intimidation linked to the confrontation over the alleged Model Code violation.

3. Booth-Level Officer Allegedly Assaulted During Voter Verification in Nadia

Kaliganj Nadia, February 16, 2026: A booth-level officer (BLO) was allegedly assaulted and sustained head injuries during voter verification work under the Special Intensive Revision (SIR) exercise in West Bengal’s Nadia district.

The incident occurred in the Kaliganj area when the BLO, identified as Ali Saheb, visited a village to verify cases involving discrepancies in voter records. According to reports, the officer had informed a resident, Alifa Bibi, and her husband, Ayatullah Sheikh, that their family would be required to attend a special hearing regarding issues in the documents submitted for voter registration.

During the visit, the officer was allegedly attacked with a stick, resulting in serious head injuries. He was subsequently taken for medical treatment, where stitches were administered.

The accused, Ayatullah Sheikh, denied the allegations and filed a counter-complaint, accusing the BLO of misbehaviour and harassment.

Police have initiated a probe into both complaints. The incident has drawn attention to concerns regarding the safety of election staff engaged in field-level verification work.

Boyermari village, Sandeshkhali, North 24 Parganas, West Bengal, January 3, 2026: Six police personnel were injured after a mob allegedly attacked a police team during an attempt to arrest a Trinamool Congress (TMC) worker in West Bengal’s Sandeshkhali area of North 24 Parganas district.

The incident took place when a police team from Nazat police station went to Boyermari village to arrest a local TMC activist, identified as Musa Mollah, in connection with allegations related to illegal occupation of land and water bodies for pisciculture.

Six police personnel, including an officer, sustained injuries in the incident and were later taken to a local hospital for treatment before being discharged.

Amid the ensuing chaos, the accused, Musa Mollah, managed to escape from the spot, police said.

The incident led to heightened tension in the area, with authorities initiating further action to address the situation and maintain law and order.

5. ECI Seeks Report from Bengal DGP Over Attack on IAS Officer’s Vehicle During SIR Field Visit

Magrahat, South 24 Parganas, West Bengal, December 29, 2025: The Election Commission of India (ECI) sought an action taken report from the West Bengal Director General of Police (DGP) Rajeev Kumar following an incident involving an attack on the vehicle of an IAS officer during a field visit related to the Special Intensive Revision (SIR) of electoral rolls.

The officer, C. Murugan, a senior IAS officer of the 2005 batch and appointed as Special Electoral Roll Observer, had submitted a detailed report regarding the incident, which occurred on December 29, 2025, during visits to SIR hearing camps in the Magrahat I, Magrahat II, and Kulpi areas of South 24 Parganas district.

According to the ECI, despite advance intimation of the officer’s tour programme to local administrative and police authorities, adequate security arrangements were not made. The Commission noted that the officer was compelled to travel through sensitive areas without proper police protection.

During the visit, reports indicated sloganeering, mob gathering, obstruction of official work, and damage to the observer’s vehicle. An FIR was registered on December 29 against 30 to 40 unidentified persons following repeated efforts.

In a letter issued by ECI Secretary Sujeet Kumar Mishra, copies of which were sent to the state Chief Secretary and the Chief Electoral Officer, the Commission described the incident as reflecting “serious lapses” on the part of the police administration and directed that a detailed report be submitted by January 6, 2026.

The Commission also instructed that, in future, a senior police officer along with adequate security personnel be deployed during field visits by electoral roll observers involved in the SIR exercise.

Police detained Azad based on the complaint and initiated legal proceedings. An FIR was registered, and he was taken into custody for questioning before being released on bail after several hours.

At the time of the incident, Humayun Kabir was not present at the residence, according to reports.

Reacting to the development, Kabir denied the allegations and claimed that the constable had behaved in an unruly manner. He stated that there was CCTV footage supporting his version of events.

Kumar further said that he had called the local police station after being informed about the gathering crowd, but police did not arrive immediately, reportedly due to engagement in managing Kali Puja immersions. He was later taken to AIIMS Kalyani for medical examination by colleagues.

Police said charges were filed under multiple sections of the Bharatiya Nyaya Sanhita, and investigations are ongoing.

Reacting to the incident, BJP leader Suvendu Adhikari stated that the law and order situation in the state could compel citizens to leave West Bengal. He made the remarks after meeting the injured officer in Kolkata’s Kasba area, where Kumar had taken shelter following the incident.

Trinamool Congress social media cell head Debangshu Bhattacharya said that police action was being taken without considering the background of the accused and stated that further arrests would be made.

A local councillor from Rajpur-Sonarpur municipality, Sonali Roy, condemned the incident and raised concerns about how such a large gathering could assemble and enter a gated residential complex.

The officer reportedly sustained injuries to his chest and ribs following the assault and later sought medical attention.

Following a complaint, police registered a case and arrested the accused, identified as Sayantan Sinha. He was taken into custody for further investigation.

The incident led to concerns among BLOs regarding safety during field-level SIR duties.

Across districts, timelines, and administrative roles, a consistent pattern becomes difficult to ignore. Officials engaged in policing, electoral duties, and governance have repeatedly found themselves at the receiving end of confrontation while performing statutory responsibilities. Whether during routine verification drives, election processes, or enforcement actions, these incidents reflect the operational risks embedded within ground-level governance.

Here’s what stands out. Many of these cases are not isolated flashes of conflict but occur during structured state processes like elections or administrative audits. This raises deeper questions about the environment in which democratic and bureaucratic systems function. When officers face obstruction, intimidation, or physical harm, it directly impacts efficiency, morale, and institutional credibility.

There is also a visible institutional response. Directions from authorities, intervention by constitutional bodies, judicial attention, and demands for enhanced security all point toward recognition of the issue. Yet, the recurrence across years suggests that systemic challenges persist, requiring more than reactive measures.
