Andhra Pradesh: Residential permit misuse for Church, LRPF seek action against Christian missionary Calvary Foundation

LRPF has approached district authorities in West Godavari alleging that a residentially approved and mortgaged project site is being used for church activities in violation of sanctioned plans and building rules, and has sought demolition and legal action.

The Legal Rights Protection Forum (LRPF) has submitted a formal complaint to district authorities seeking immediate intervention over alleged violations of planning, land-use, and building regulations by Calvary Temple Foundation, a Hyderabad based Christian missionary, in Kuchenapalli Village of Tadepalligudem Mandal, West Godavari District of Andhra Pradesh.

According to the complaint, the dispute relates to land covering a total extent of 24,388.58 square yards of Kuchenapalli which is under the jurisdiction of the Eluru Urban Development Authority (EUDA).

LRPF has alleged that permissions granted for a residential project were violated and that the site is now being used for church-related activities and large public religious gatherings, contrary to the sanctioned purpose.

As per the complaint, the Planning Authority granted provisional approval for construction of a residential apartment building consisting of Ground + One (G+1) floors dated on 27-03-2025.

LRPF states that, as a mandatory statutory precondition for the residential approval, Calvary Temple Foundation, represented by Pola Lazarus Enoch, executed a Mortgage Deed dated 05 April 2025 in favour of EUDA. Under this deed, 10% of the proposed built-up area along with the proportionate undivided share of land was mortgaged to the authority to secure compliance with sanctioned residential use, approved plans, and applicable zoning and development regulations.

LRPF has alleged that, in violation of the sanctioned residential approval, mortgage conditions, and undertakings, Calvary Foundation has constructed and is operating a large church on the same land and is conducting regular religious gatherings and public events there.

The complaint terms this a complete and impermissible change of land use allegedly obtained through misrepresentation and suppression of material facts, amounting to misuse of statutory permissions.

The representation of LRPF further claims that the unauthorised construction and religious use have resulted in public interest concerns, including traffic congestion, illegal parking, noise pollution, fire and life safety hazards, and disruption of residential planning norms.

It states that the building was never sanctioned or designed as a public or semi-public structure and allegedly lacks compliance with mandatory fire safety, access, emergency egress, parking, and National Building Code requirements applicable to public assembly buildings.

LRPF also points out that in the application submitted to EUDA, Calvary Temple Foundation had declared that it had no objection to authorising the Vice Chairman, EUDA, to demolish any portion of construction found in violation of the sanctioned plan without issuance of prior notice.

In its petition, LRPF requested authorities to order immediate demolition and removal of the alleged unauthorised structure for violating the mortgage conditions, and the A.P. Revised Building Rules, 2017.

It has also sought revocation of the residential building permission allegedly obtained by misrepresentation and initiation of criminal, civil, and administrative action against Calvary Temple Foundation.

Speaking to Organiser, LRPF, General Secretary, A.S. Santosh said, “Planting the church and converting the Hindus into Christianity is the declared objective of Christian missionaries. To achieve this, the church ecosystem never cares for the laws of the land, often exploiting at will and when found, playing the victim card that Christians are being targeted — a standard line — then reaching and complaining to national and international platforms to defame Hindus and the Government of India is the standard template.

P. Satish Kumar, the founder and pastor of Calvary Temple, Hyderabad, operates one of the largest churches in Asia, with more than 400,000 members and over 20,000 attendees at each service. The organization also runs Calvary Bible College, Calvary Hospital, and Calvary Schools.

He is highly influential in Andhra Pradesh, with significant national and international presence in Christian circles. He frequently visits South Korea, South Africa, and churches in the United States for his preaching activities.

In 2018, he also met the then-Vice President of the United States, Mike Pence, who remarked, “Inspiring to meet with Dr. Satish Kumar – pastor of Calvary Temple Church in Hyderabad, India. We discussed the importance of protecting religious freedom with faith leaders including Dr. David Jeremiah, Dr. John Ankerberg, Steve Green, Mart Green, and Dr. Jerry Johnson.”

Calvary temple in Hyderabad converts around 3000 people to Christianity every month.

Calvary Temple started in 2005 with around 20 people. Currently, it has more than 3 lakh members.

Moreover, Calvary Temple is a habitual offender in violating laws of the land, often setting up new churches and encroaching lands through deceptive agreements.

On 28th October 2024, the LRPF shared on social media platform X that, following orders from the Kakinada District Collector, revenue officials had confiscated the Calvary Temple, a digital church branch operated by Pastor Satish Kumar from Hyderabad.
