Andhra Pradesh: Govt teacher Zakir Basha Shaik accused of sexual abuse of minor girls; LRPF files complaint with NHRC

LRPF has approached the NHRC alleging sexual abuse of nearly 30 minor girl students by a government school teacher in Andhra Pradesh and has sought action against both the accused and officials for alleged failure to report the matter under POCSO norms.

Legal Rights Protection Forum (LRPF), a legal advocacy group, has filed a formal complaint with the National Human Rights Commission (NHRC) on 6 February alleging sexual abuse of nearly 30 minor girl students by Zakir Basha Shaik, a government school teacher in Tarigonda village of Annamayya district, Andhra Pradesh, and seeking action against the accused and school officials who allegedly failed to inform the police as required by law after first learning about the sexual misconduct.

According to the complaint, Zakir Basha Shaik, a Biology teacher at the local Zilla Parishad High School has been accused of sexually harassing nearly 30 minor girls.

The LRPF submission says video testimonies of the students were enclosed and claims the children described sexual misconduct by Zakir Basha Shaik, including inappropriate physical contact and touching their private parts.

LRPF states that the children appear traumatised and are pleading for strict action against the accused.

It also alleges that school and district education officials failed to immediately report the matter to the police as required under the POCSO Act.

LRPF claims that Section 21 of the POCSO Act explicitly prescribes punishment for any person who fails to report or record such offences.

The LRPF complaint further states that the parents of the victims first informed the school Headmaster instead of police action being initiated. In response to this, the District Educational Officer reportedly issued a notice but did not directly report the matter to the police or the District Collector at that stage.

However, upon learning the details, the police registered an FIR at Gurramkonda Police Station and found that the accused teacher is reportedly absconding.

LRPF also says that there are allegations of intimidation of victim families and political interference to protect the accused under minority appeasement.

Based on this, LRPF has asked the NHRC to intervene and direct action against the accused as well as the concerned officials for alleged lapses under child protection law, and to ensure protection and rehabilitation for the victims.

LRPF states that, given the vulnerability of the victims and the prevailing atmosphere of fear, urgent intervention by the NHRC is necessary to secure justice and uphold child rights.
