All about mobile phone based ‘e-voting’ system implemented in the local body elections in Bihar

Patna: In a noteworthy development, Bihar introduced mobile phone based e-voting facility in the recently held local bodies elections in as many as 9 districts of the state, marking a historic step in Bharat’s electoral process.

The pilot project implemented during the recently held Municipals and Nagar Panchyat elections is designed specially to assist voters who faces difficulties in reaching polling booths to exercise their franchise.

According to Bihar State Election Commission, more than 70 per cent eligible voters used the newly introduced e-voting system to cast their votes, marking a significant step forward.

Bibha Kumari, a resident of Pakridayal of East Champaran district become the first person in the country to cast vote through e-voting system, said BSEC.

It is worth mentioning here that the e-voting facility has been introduced just months ahead of the state assembly polls scheduled to be held in the later part of the year. However, it is not confirmed that whether the facility would be available or not to registered voters in the assembly polls.

Who are eligible to use e-voting facility

According to State Election Commission, the facility is specially designed to assist elderly voters (above 80 years of age), pregnant woman, person with disabilities, individuals suffering from major illnesses and migrant persons residing outside of the state. The eligible candidates can exercise their voting franchise via e-voting by registering themselves in advance.

Security measures to prevent tampering

According to the details, the e-voting facility use block-chain technology to record votes in a secure, immutable system. The voting system uses facial recognisation along matching assist features for the verification of voter identities at the time of login and voting.

To accurately count the votes, the system uses digital scanning and OCR (Optical Character Recognisation). Additionally, Audit trails, which are similar to VVPAT in EVMs, helps to track and verify each vote. As per the details, only two registered voters can login from a single phone number with verification of each voter is being done by voter’s ID number.
