Unified Pension Scheme (UPS) from April 1: Eligibility, benefits, and comparison with NPS & Old Pension Scheme (OPS)

The Unified Pension Scheme (UPS), launching on April 1, 2025, offers union government employees a fixed pension of 50 per cent of their last 12 months’ average salary, with increased government contributions and inflation protection. It aims to provide financial security while balancing features of both the Old Pension Scheme (Old Pension Scheme (OPS)) and the National Pension System (NPS).

The Union Government has announced the implementation of the Unified Pension Scheme (UPS) from April 1, 2025, as an alternative to the National Pension System (NPS). This move marks a significant shift in the government’s approach to pension security, addressing the concerns of employees who have long demanded a more stable and predictable post-retirement income. The UPS is designed to combine the benefits of both the Old Pension Scheme (OPS) and National Pension System (NPS), offering a structured pension model that ensures financial stability for government employees.

The decision to introduce UPS comes in response to growing demands for the restoration of Old Pension Scheme (OPS), which guaranteed 50 per cent of the last drawn salary as pension without requiring employee contributions. Many employees found National Pension System (NPS) unpredictable due to its market-linked returns. With UPS, the government aims to provide a middle-ground solution, offering guaranteed pension benefits while ensuring fiscal sustainability.

The UPS will primarily benefit Union government employees who are currently enrolled under National Pension System (NPS). They will now have the option to switch to UPS, giving them more flexibility in choosing their retirement plan. With government contributions increasing and pension benefits being inflation-linked, the scheme is expected to provide long-term financial security to over 23 lakh employees.

The demand for Old Pension Scheme (OPS) had been increasing among government employees due to its guaranteed pension benefits. To address these concerns while maintaining a structured financial model, the government introduced UPS. The new scheme ensures a fixed pension amount for Union government employees, bringing financial stability post-retirement.

The Unified Pension Scheme (UPS) is a newly introduced pension system designed for Union government employees as an alternative to the National Pension System (NPS). Under UPS, employees will receive a fixed pension equivalent to 50% of their last 12 months’ average basic salary. However, to qualify for this benefit, an employee must have completed at least 25 years of service.

In the unfortunate event of an employee’s death, their family will receive 60% of the entitled pension amount. Moreover, the scheme guarantees a minimum pension of Rs 10,000 per month for employees who have served for at least 10 years. To safeguard against inflation, the pension amount will be periodically revised based on the All India Consumer Price Index for Industrial Workers (AICPI-W), ensuring sustained purchasing power for retirees. Additionally, retired employees will receive a lump sum retirement benefit. It is expected that around 23 lakh government employees will benefit from this scheme.

Who is Eligible for UPS?

The official notification about UPS was out on January 25, 2025. It will apply to Union government employees currently covered under National Pension System (NPS). Employees opting for UPS will not be eligible for any additional financial benefits or policy changes under the existing pension structures.

Union Minister Ashwini Vaishnaw, in his announcement on August 24, 2024, outlined the government’s enhanced contribution under UPS.

  • Current National Pension System (NPS) Contribution: Employees contribute 10 per cent of their basic salary, while the government contributes 14 per cent.
  • New UPS Contribution: Under UPS, the government’s contribution will increase to 18.5 per cent of the employee’s basic salary from April 1, 2025.

This increase in government funding is expected to add an additional burden of Rs 6,250 crore to the central exchequer in the first year.

How Does UPS Compare to National Pension System (NPS) and Old Pension Scheme (OPS)?

The introduction of UPS is a significant step toward providing financial security to government employees while maintaining fiscal sustainability. It offers a balance between the fully government-funded Old Pension Scheme (OPS) and the market-linked National Pension System (NPS), ensuring a stable and predictable post-retirement income. With enhanced government contributions and inflation-linked benefits, UPS aims to meet the long-standing demands of central government employees while addressing concerns about future pension liabilities.
